we're subjecting dipper to the Horrors and the Torments (ghosts), and baby stan definitely also experienced the Horrors and the Torments but will dipper put that together? (no he will not)
GCPD have a protocol when it comes to caring for Robins when the Bat is: A) missing in action B) severely injured C) dealing with a really gory crime and the Commissioner has made the roof a No Robin Zone.
Robins must be accompanied (surveillanced) 24/7. Nobody wants to repeat the Robin in the Vents incident that had one Robin crashing into an interview room right in the middle of an interrogation.
Robins must be entertained. Some Robins will accept colouring sheets (little Robin I at the beginning, Robin IV on occasion, Robin V will headbutt you). Some Robin can be distracted with take out food. Some Robins will read case files or fix faulty tech. The new Robin can be distracted by the K9 unit but that runs the risk of that Robin trying to steal said four legged officer.
Robins can be fed - but nothing sugary, nothing too filling and not after midnight (Bullock's not too sure the kids are human). Robin I could be distracted with red vines. Robin V is a vegetarian, he will not accept the offer of a Batburger but will eat fries. Robin III likes chips, the spicier the better. Robin II enjoys bubblegum but has been known to ask unwittingly officers for a cigarette (will oink at officers if they say no). Robin IV will ask for doughnuts, they aren't sure if she's kidding or not.
Robins can sense fuckery, they know when shit is up. Officers must remain calm, must not show any hint that anything is wrong if there is. Many a junior officer has broken under a Robin's interrogation. HR offers therapy.
Robins are not to be touched or restrained in any way. If they launch at you, you are to use defensive measures only and yes, there has to be a report and yes, the Bat will probably want to punch you. If a Robin bites you, you will need a shot but Batman has paperwork that says you should be OK. Robins are to be escorted across streets, and yes they have to hold an officer's hand if they're under 12. Batman's orders.
Robins are not permitted into the Commissioner's office. They caught Robin II in there smoking a cigarette on the desk and Robin III hacking his email. Robin IV broke in once but that was to nap.
Robins are never to be given caffeine under any circumstances. All coffee and caffeinated beverages are to be kept under lock and key, Robins are not permitted to have them and any "permission" they have from the Bat is not applicable or to be believed.
Finally, Robins are not to engage in games or bets with any member of the GCPD. Officers have been maimed by various knife games, officers have been made ill by various trends like the cinnamon challenge. Officers who engage in challenges set by the Robins will be put on leave. But that only makes the GCPD Games even more of a thrilling risk.
