I don't mean this question in an accusatory way, but in an informative way: What is Jeff's role as manager? Does he schedule appearances, tours, that kind of thing? Is he involved in the record deals as well? You said a press/PR person would handle the questions for Dunkirk, is that someone different than Jeff? I know Niall has a PR person and a manager, but could Harry decide to have one person do all?
Jeff’s role as Harry’s artist manager is basically to manage and guide Harry’s career. So he is in charge of overseeing Harry’s day to day business and developing the strategy for Harry’s career in the short term and the long term. It’s Jeff that advises Harry on his business decisions and career choices. If Harry wants to do acting, for example, it’s Jeff that goes out there and secures Harry an acting agent (Alex Mebed at CAA). It’s then Alex’s job to find film projects for Harry. When the decision is made that Harry wants to record an album, it’s up to Jeff to secure his record deal. When they know Harry is going to tour in support of his record, it’s Jeff’s job to go out and find the best possible touring agent (again, CAA) and it’s their job to schedule and book Harry’s tours. Jeff secures Harry’s concert promotion partners (Livenation). If Harry decides that he wants to work with x or y songwriter, fashion designer or music video director it’s up to Jeff to make it happen (either through the people he has hired to manage those tasks, or directly).
A PR manager is very different to a talent manager. Jeff would hire Harry’s PR company (in this case, Dawbell). He’d advise Dawbell of the strategy for Harry’s forthcoming projects, how Harry wants to be marketed and seen, what is ‘on brand’ for Harry and what isn’t. It’s then up to Dawbell to devise a PR strategy for Harry, present it to them for approval, and then implement it.
In the case of Dunkirk, Harry’s PR person will not be handling the questions for Dunkirk. That’s the film studio’s role, not Harry’s. Warner Brothers marketing team, along with whatever PR company they work with, will dictate the press campaign for Dunkirk. Then Harry’s PR firm, Dawbell, will probably spin press around the fact that Harry’s doing press for Dunkirk :)
