Sorry but I don’t think Oliver even has like half the charm Douglas does LMAO… I can think of the big engines, but Oliver seemed cool in the eyes of them mostly bc of his escape story. He didn’t charm his way there, he just absorbed their awe and compliments like a sponge. Duck saw through all of that BS, and then Oliver’s overconfidence bit him in the arse when the trucks pushed him into a turntable. I would much rather say Oliver is easily charmed.
His handling of Scruffey is also not to charm anyone, it’s to set an example to intimidate the trucks. Duck certainly thought it was cool, but it’s still not really through charm as much as it is just… ‘Wow!! You really did that!!! 🤩’

If neither Ben, Donald or Douglas come back then I'm assuming that there's been a some sort of blood ritual to bring Scruffey back or Ben died in a horrific accident and the Caleys died trying to save him. If Ben does come back and the Caleys don't, then I'm assuming that they're on loan to the Mainland. If the Caleys come back and Ben doesn't then I'm assuming he ran off to find BoCo

“So, you're a fellow agent of chaos.” The ratty old plank wagon grinned. “Who're you after today?”
The brake van stood, eyeing the yard intently.
“James.”
“Bah.” S.C.Ruffey scoffed. “He's easy.”
“That is why I like him.” The van replied. “You can get away with a lot with an engine like him.”
“My reasoning is that the other day, he scraped up my side while shunting. And you know how he shunts.”
“Yeah.” S.C.Ruffey chuckled.
“What about you?” The brake van turned the conversation around. “”Have you anyone you are paying out?”
“Hmm… uh… maybe Henry?”
“‘Maybe’?”
“Well, I mean he… uh…”
“You haven't a motive, have you? No score to settle…?”
“He derailed one of my mates in a siding a few weeks back.”
The brake van sighed diplomatically. It was common knowledge that Henry was terrible at shunting.
“If you have nothing of value to add,” he grunted, “then it would be wise of you to keep your mouth shut.”
“But-”
“‘But’ nothing. You clearly care quite little for the effect you may have, and merely tag along with other troublemakers.”
“I,” the brake van continued, “analyze these engines and carefully weed out those with particular misgivings. Deduce those that deserve a hard time and administer the appropriate response. We are incompatible.”
S.C.Ruffey gritted his teeth - or at least the ones he still had.
“No wonder they call you 'Spiteful’,”
“Watch yourself.”
’Hector the Horrid!’ is basically ‘Toad Stands By’ if Oliver took the Steven Universe approach to sorting S.C. Ruffey out.
Not that it’s a criticism, I am a Steven Universe fan, but it’s funny how these two trucks were handled with their methods of bullying being not too different.
I have just a simple question for you: Why are you so epic?

Tobias: *Sighs heavily* I guess I could say I'm very powerful. I smashed poor, pathetic Thomas into pieces and I easily ran over a guard in cold blood.
Tobias: With that kind of immense power and strength, who would want to challenge my good graces?
Tobias: Except for the idiots back at my home and here..... They just don't know that I'm better than them in every way possible.... Especially sentimental MC Toby..... God, look at him.... He's just so, so, so useless.
Tobias: And for Scruffery:
