He just... Snapped
(@floralflowerpower, I said I would try to fit as many of those tropes that you like into a fic, and here we are)
Two workers stand peering through the thick glass sheet separating them and Phantom, one with a clipboard in hand, the other with a green portfolio. The ghost behind the glass prowled the small enclosure before snapping at the workers that didn't even flinch as Phantom dragged his claws across the glass.
"Read me the autopsy report." The one with the clipboard said.
"Okay," the other said unsure of themselves as they opened the portfolio and pulled out the first pieces of paper held in piece by a paperclip. "This one was five months ago."
"Do you think I care?" The first worker asked.
"No..." The one holding the portfolio said.
"Just read me the autopsy report." The first worker said with a sigh.
"Alright."

Phantom walked down the streets of a marketplace he had been told about by Wulf recently, no crown propped on his head or worn as a necklace for two reasons, one being that he didn't like the crushing weight the crown symbolized and two being the crown was a bit to big for him. He gave the passing 'hi' and 'hello' every now and then as he drifted from stand to stand, the crowds around him chatting and keeping things lively like they normally are.
For his first time in a social area in the ghost zone, everything was going shockingly fine.
That was until something happened and his eyes washed over in crimson and he lunged at a passerby, claws bursting from his snow white gloves and boots. He tore open the ghosts torso, he flayed the ribcage and ectoplasm splashed on his form. He grinned as he tore once vital organs from the ghosts limp form before he snapped back into reality at layering shrieks of horror, his obsession kicking in and his eyes reverting to green. He jumped back from the double dead form, eyes glancing at fearful ghosts around him until he was pulled from the scene by two ghosts that played the roles of police.
"Why'd you do such a horrible thing kid?" One asked as he threw Phantom into the back of their vehicle, the boy righting himself into a sitting position as the two got into the front seats of the vehicle.
"I-I don't know, I just did, like a voice told me to and I followed without a second thought." Phantom tried explaining as he searched for better words finding none that could describe what happened.
"Like an instinct?" One of the cops asked.
"Yeah, that's exactly the word I'm looking for." Danny said with a sigh as he slouched a bit, he could just turn back to human and take his leave, but chose against doing so. "I'm a horrible ruler, double killing one of my own kind..." Phantom sighed as he rubbed his arms.
"Kid, ghosts succumb to instincts more often then you think, so consider this strike one." The first cop said before vehicle came to a halt and the door opened, Phantom hopping out.
"Thanks." Phantom said almost sheepishly.
"We understand, just remember you got two left." The other cop said before speeding off, leaving Phantom at the foot of the castle, very few recognized him without the crown, they probably thought he was pulling their leg.

"Another victim to ghostly instincts," The first worker said with a sigh, jotting down notes. "So many feral ghosts start off there."
"Yeah, real shame." The other worker said looking at Phantom sympathetically.
"Read me the second report." The first worker said.
"This one came from the humans, the ending was written by ghosts," The ghost with the portfolio said. "Took place three months ago."
"I understand, read me the report, we need to know as much as possible." The first worker said.
"Before I read the autopsy report, can you tell me why you care so much," The worker said. "You aren't even a ghost."
"I... I'll tell you after you read me the rest of the reports." The first worker said, breath hitching a bit as she propped a pen behind her ear, ginger hair helping to keep the pen in place.
"Ok."

Phantom had just finished a fight with a ghost, having sent the paranormal creature to the ghost zone, cheers from a crowd erupting, one voice stood out the most, Paulina Sanchez, the girl that kicked his hearts ass. A part of him wanted to just be on his way to his home and relax with his home, but the other part of him wanted to get vengence over the amount of emotional turmoil Paulina had put him through, she never did really realize how much pain she had put him through.
His eyes washed over in a crimson red hue.
He dove down at Paulina who screamed in horror as she was pinned to the ground, Phantoms claws digging into her wrists and drawing ichor. The scene was gruesome, blood pooled around Paulina and ran through the cracks in the pavement as she struggled to escape the vice grip Phantom had on her wrists. She screamed till her throat was raw shortly after a snap echoed back and forth between the buildings, the crowd having dispersed except for a few who stuck around.
Sirens rang out, Phantoms obsession kicking in, his eyes returning to the normal green. He jumped back in horror at what he had done, the stragglers looked at him with mounting horror as Paulina bled out and ambulances rolled in along with a white van. Fear struck into Phantoms core at the sight of the white van, some think he went invisible before escaping the scene.
Wulf found him in an alleyway, sobbing and littered in cuts that oozed ectoplasm, Wulf thought he had gotten into a fight with a pack of wild dogs, or alley cats. the anthro crept quietly before taking a seat next to Phantom and wrapping an arm around the halfas shoulders, the halfa jumped at the sudden contact before calming down and leaning into Wulfs side.
"I don't know what happened, please don't kill me, please don't turn me in..." Phantom sobbed out, Wulf rubbing his back until the halfa calmed down enough to stay steady on his feet.
"I won't, let's go before the GIW catch you." Wulf said, English rough, but understandable to Phantom who nodded before Wulf tore a portal open and hopped through with Phantom.

"So that's why Paulina was hospitalized." the first worker said before scribbling down a few words on her clipboard.
"Want me to read off the last one?" The ghost asked, opening his portfolio.
"I need to help him," the first worker said before steeling herself and wiping the few tears from the corner of her eyes. "Read the last autopsy report, I need to everything."
"Alright, this one was anonymous and only three weeks ago," the ghost said pulling out some sheets of paper, dense with words. "An offense to both human and ghost kind."
"Don't sugarcoat this one." The first worker instructed.
"Alright, not my fault if I strike a few nerves."

Danny was just sitting by the fire next to Vlad, talking about the struggles of having to exist as both human and ghost. Everything was perfectly fine, Danny took a small sip of tea, the calming flavors soothing his frayed nerves, but, something about the mixture of herbs caused something to snap. Danny quieted down and his eyes had hints of red, his nails growing out to claws and incisors turning to fangs.
He went ghost and a small smirk played at his lips, Vlad was to busy droning about being mayor to notice the sudden change, but he screamed when Phantom pounced, claws tearing the thin fabric of Vlads suit and digging into flesh and bones. The younger halfa stayed still for a few minutes before leaping back, tearing a chunk of flesh and a rib from Vlads chest.
Vlad simply turned to ghost form, most likely in hopes to intimidate the now feral Phantom who paid no mind to Vlads change in forms. Phantoms pupils narrowed into vertical slits and his irises turned to a bright crimson that stared through his opponent, who was intimidated by the sudden change in Phantoms looks.
Phantom raised a hand, going to charge a blast which Vlad attempted to divert, his attempt in vain. The younger halfa lunged at Vlad, trying to plunge his fist into Vlads core, to shatter the fiery core, to destroy Vlad. He managed to reach halfway to Vlads core before he was kicked back, his arm up to his elbow was covered in ectoplasm.
Phantom growled at Vlad, he was to far gone now to be reached mentally or emotionally, the fact he was mauling his 'uncle' was behind him. He only wanted to see the ectoplasm splash from Vlads chest as he tore the core from the source, he wanted to see Vlad dissipate into nothing as he begged for his core, he wanted to bring unfathomable pain to Vlad by ripping his core in half with his own two hands.
He existed only for the fight now, and nothing would stand in his way when he finished off Vlad.
"Phantom- no, Danny," Vlad started. "I know your still in there somewhere, if you can hear me, please stop fighting."
Phantom stayed silent as he charged up another blast of ectoplasm and lunging at Vlad, digging his claws into Vlads chest deep enough to hit his fiery core and grip onto the source. Phantom pulled as hard as he could, he heard a snap before being rewarded with screams of agony, he silenced the screams by tearing open Vlads throat, shredding his vocal chords in one swipe.
The younger halfa felt a small pang of remorse for what he was about to do to Vlad, he forced the feelings down to the pit of his core. He placed one hand on either side of the blazing core and yanked as hard as he could hearing the sound of flesh tearing as Vlad spasmed in pain. Phantom dug his claws into the core hearing a gargled scream of agony before he finished the deed, the core dissipating before Vlad started to dissolve.
Phantom heard sirens in the background, the noise didn't phase him as he tore open a portal, Wulf taught him well. He glanced at the cape on the ground, the last remains of Vlad, he shrugged off the feeling before hopping through the portal.

"I don't think I can do anything for him now," the first worker said. "I must be the worlds worst sister."
"Don't worry, so long as he stays contained you can come by and say hello." The ghost said before making his leave.
"Sorry Danny, I failed you." The first worker said before tears fell and she looked at what remained of her now feral brother, she pressed a hand to the glass.
Phantom did the same, the crazed look in his his crimson eyes still there, but, he felt like he shouldn't let her cry.
The first worker perked up a bit when she noticed, hope flooded her common sense as a smile replaced her forlorn expression.
"D-do you remember me?" The first worker asked before pulling the elastic band from her hair and placing the teal band she always wore in her ginger hair instead.
Phantom cocked his head to the left, a small voice inside said she was important, but nothing more than that, the worker puzzled him.
"I'm your sister," the first worker said, tears starting to gather, maybe Phantom was just feeling social and this was all a coincidence, but she refused to believe that, she needed her brother back. "J-Jazz."
Phantom only made a chittering noise in response, his snakelike tongue flicking a few times before put his hand up and tried to give the peace sign, his cognitive functions messing up a bit, but he managed to get the point across.
He knew this woman, Jazz, he knew her and wanted to remember.
