LUCY WOULD HAVE BEEN MOVED TO VAULT 32. STEPH KNEW THIS. SHE LITERALLY TOLD HER THEY'D BE RAISING THEIR KIDS TOGETHER. VAULT 32 WAS NOT DESTROYED UNTIL AFTER THE RAIDERS CAME THROUGH IN EPISODE 1. THEY LET THEM IN AND THE AFTERMATH NORM AND CHETT FOUND WAS 'PUNISHMENT.'
BUD ASKINS DOES THE FUCKING VOICE OVER IN THAT MOVIE ABOUT THE FUCKING RAT UTOPIA EXPERIMENT THAT SOMEONE LEFT PLAYING IN VAULT 32 WHEN CHETT AND NORM GET THERE, WHICH IS EITHER SOMETHING THEY PLAY FOR UNDESIRABLES TO ENCOURAGE THEM TO GO APESHIT OR IT'S HIS PITCH VIDEO THAT SOMEONE FROM OUTSIDE (LIKE THOSE RAIDERS) MIGHT HAVE GIVEN THEM OR THAT SOMEONE STOLE FROM THE OVERSEER, WHO AS WE KNOW WOULD HAVE BEEN SOMEONE PLANTED IN FROM THE VAULT TEC FREEZER SECTION. IT LITERALLY HAS A VAULT TEC WATERMARK ON IT.
Also i'm convinced betty left the vault to bring lucy and her brother back after her mother left and that betty did something to kill her mother/that she was 90% sure should have killed her mother/that left her mother on her deathbed as she dragged the kids back and that Moldaver did some weird shit to her mother to try and save her because they were in lesbians which is what ghoulified her (and possibly exploded Shady Sands???) This is what the 'I buried her myself' comment meant mark my words

Uncovering the dark secrets of a vault is an experience every fallout player has had countless times but we’ve never had a chance to uncover the mystery of a social experiment from the perspective of an insider! That’s a really interesting angle to take on this tried and tested fallout trope.
This is the kind of stories that video game adaptations should tell! You could never tell the story from this perspective in a video game with the vault section taking up way too much play time!!!
