Herrah fans i need your expertise

As funny as it is to see constant fanart of Hornet being a pain in the ass to the Pale King and Royalty in general due to Herrah's influence, in a realistic or close to canon scenario, how would Herrah in her small time with Hornet raise her daughters up?

Prioritise Deepnest? PK's domain of Hallownest? Or the entire Kindom?

She's heir to two thrones, and as unlikely as it would be for PK to abdicate had the Vessel Plan worked, he'd probably gladly give Hornet his seat of power.

I think what I'm trying to ask here is, as far as Royalty and Diplomacy between Hallownest and Deepnest goes, how would Herrah tell her daughter to act and rule with and around her father? (Assuming the vessel plan works somehow)
