Yep. Which is part of the reason why their relationship took so long to develop. Legolas is not terribly off in Elven aging, it's just sort of that they are actually both that touch younger than is appropriate to be romantically involved (in the forever sense) in both their communities. Like, for the "times" The Hobbit/LotR are set in, not terribly wrong, but they are very young.
And dumb.
(I am inclined to think most teenagers are dumb because I was dumb then and so were all my friends and most people I knew. Didn't mean we were wrong, per say, just sort of stupid in our way of going about things)
(So Legolas comes home married at like, barely twenty in Elven reckoning, to a Dwarf who is barely of age to consent and Thranduil is like "I need a drink/I wish your mother was here to kill you" while some of his advisers are like, "well, actually, Your Majesty, this might be a good thing..."
