Whereas characters who have no qualms about the human cost when waging wars suddenly become the voice of reason.

Varys, who in canon would willingly destabilise the whole realm in order to further his own ambitions is worried about the cost of war? Tyrion Lannister, who never batted an eye at his father commanding the Lannister army to pillage, rape and burn the Riverlands is worried about the cost of war?
