Spoilers for New History of the DC Universe - The Dakota Incident!
In the past, Digger was sent with Task Force X to cover up the US government's role in the experimental creation of the Bang Babies (metahumans) in the city of Dakota. Bronze Tiger was horrified to realize this involved brutality against civilians in the city, including the use of lethal violence, so he switched sides.
But President Luthor and the US government forced the heroes of Dakota to keep quiet about the origin of their powers and to not use their metahuman abilities, and that sets the stage for current continuity. Milestone Comics are now part of the DCU, so this issue retconned some events and added new stuff (such as Task Force X and the Justice League) to establish a new status quo.
It's interesting to see Suicide Squad used as an expressly oppressive force, which of course they have been at times. No surprise that Tiger has a conscience and Digger and Deadshot don't, but we don't really see what happened to the Squad after the Justice League arrived.

My twin drew the Rogues and they are so gosh darn adorable! I love the way she draws, (she used a base but all the details are hers) she’s amazing at fine details and derpy simplicity. They all look like cute little dolls and Len looks so protective.

Rogues personal photos. Some of these were taken by the Rogues, some were taken by others and they kept it. That photo of them defeated by the Flash was hanging up in their hideout.
Regarding the panel of James and Hartley at James' place, that sure looks like a grinning photo of James next to the sad clown. And I can't be certain that's James on the back cover of the stuntman magazine, but it also looks like him and fits thematically with the panel of him.
The photos of Lisa and Roscoe-in-Henry's-body kind of don't fit here because they were secretly taken by a cop and not something they took themselves, but they're personal moments so I decided to include them. Same with the photo of Mark getting arrested by Julie Jackam; she framed that on her wall for some reason. Was that just a career highlight for her, or did she eventually figure out the identity of Josh's father and keep it because of that?

Looks like Eobard's been watching the Highlander movies from the Still Point/Speed Force/whatever the Absolute Universe is calling it, because he's declaring "there can be only one". Presumably he means speedsters, but it remains to be seen whether that's actually true or just him wanting things to be that way; it might be that speedsters have to share a limited resource and he can't reach maximum speed unless he's the only one using it. Wally meets Barry and some possible other former speedsters in the Still Point at the end of the story, and assuming it's really them and not some kind of illusory trick, they might shed some light on what's going on with the speedsters and their power source in the next issue.
It's nice to see Weather Wizard awake and lucid, and he even helps save the day with Mick. Obviously it was worthwhile to rescue him! He speaks in a familiar way to the other Rogues, but this is the first time they've shown signs of knowing each other…though he was stuck as a project at Fort Fox and might have seen the other Rogues around when they got their tech. Jesse will probably never return to the Rogues (nobody likes her, and who could trust her now?), so maybe Mark/Marco will take her place in the group.
We still don't know how Len knows Mick, but Len tries to appeal to him by reminding him of Len and Lisa's identities, so it was obviously a personal relationship. Maybe not a very close one because Len refers to and addresses him as "Rory" or "Mick Rory" rather than "Mick", but maybe he's just putting some distance between them because things didn't necessarily end well with them. There's been some speculation that they used to be a couple, but we'll have to see.
Jesse and Elenore seem to be doing a speedrun toward being utterly hated by everyone else in the book, and presumably Eobard isn't going to be much more popular when he properly shows up to get into some real mischief. And where's Mirror Master (both Mirror Masters) in all this?
