The only reason Elsa accidentally hit Anna with her powers is because Anna kept pushing her about reversing the spell she accidentally put over Arendelle. Elsa stated "Please, you'll only make it worse. There's so much fear. You're not safe here." while probably trying to fight those voices in her head. I mean, imagine you're trying to control something you don't really know how to control and your sister/brother/friend/family member/someone is CONSTANTLY pushing you to reverse what you did to your home town while your trying to control something you don't know how to really control while also fighting the voices inside your head. So technically, it's Anna's fault she got struck by Elsa's powers
