why did the Cateyln get the stark marriage to a man she hadn’t met who lived far away with different gods to her over Lysa who was planned to get the Jaime match, super rich and near home with a famed knight and son of hand of the king?
Partly I think it's just a question of timing.
Joanna Lannister and Minisa Whent died within two years of one another (273 and 275 AC, respectively), both in childbirth. The year after Minisa's death, 276 AC, is when Catelyn is betrothed to Brandon Stark and Lyanna Stark to Robert Baratheon, part of a North-Riverlands-Eyrie alliance that we hear was the brainchild of Jon Arryn. Brandon is two years older than Catelyn, and both are eldest children of Lords Paramount.
Tywin, in the meantime, refused a double alliance with Dorne for Jaime and Cersei after Joanna's death, because he believed he could convince Aerys to betroth Prince Rhaegar to Cersei. Aerys shoots him down after the 276 tourney at Lannisport, but Tywin remains Hand of the King, and as far as I can tell, Cersei returns to King's Landing with him at this point (I believe because Tywin intended to circumvent the king's rejection and see if he could convince Rhaegar to marry Cersei anyway). There's no mention of any marriage for Jaime until Cersei convinces him to join the Kingsguard just prior to the tourney at Harrenhal in 281, and she is the one who mentions Lysa as a possible wife. This suggests that the alliance wasn't proposed until closer to 281, after Jaime had just covered himself in glory during the Kingswood campaign. Again, this all makes reasonable sense. Jaime, Cersei, and Lysa (and Lyanna, for that matter) are all of similar age (though again, just a few years younger than Brandon, Ned, and Cat).
Which is all to say that I don't think Hoster Tully was passing any sort of judgement on his daughters; he was merely working with what he had.
