Since I doubt we will ever get to know what Izuku’s new suit does I was wondering what you’d have his basic loadout be? Like would he have tools based around his One For All abilities or would he have a Class A toolset like All Might?
I prefer to think that Izuku's new suit would be made of items inspired by his "One For All" Quirks. I just think that would be make the most sense for his experience up to that point. However, I do think that he could grow the arsenal to include the items of other heroes. It'd be a good reflection of his immense understanding other heroes and his tendency to incorporate them into his fighting style. As for what those other Quirks would look like:
Float: A pair of jet boots with various levels of propulsion, taking ques from Gran Torino and Nana for their functionality.
Smokescreen: An internal reserve of smoke to disperse at Izuku's discretion. These can be removed and thrown as smoke grenades.
Black Whip: A series of cable winch systems around the suit meant to grab and pull whatever they hit. Can be removed and attached to things.
Danger Sense: A series of sensors interpreting and predicting incoming danger and to warn Izuku of attacks via warnings in his helmet.
Fa Jin: An extra battery of energy meant to super charge the suits' systems, refilling and increasing the power output of each support item he may be using.
Gearshift: An experimental, supplementary addition that designed for super sonic movement. Even with the extra shielding on offer, the suit will struggle to handle the speed.
Beware reviews and PM messages from users in FanFiction.Net describing themselves as artists who want to create artwork for your stories if you have any. These are nothing but scam bot accounts, and if you respond to any of them, this will trigger them to bombard you with additional spam. The only appropriate response to these accounts is to just block them. If you want artwork created for your stories, you ideally should be the one reaching out to people, not the other way around.

In an attempt to understand this number I tried to look into the series The Boys (Amazon) and see if there was a rough estimate of how many Supes Vought International saw fit to supply throughout the USA.
Based on this article, it seems that this corporation intended to supply each city with one major superhero, with a bunch of support heroes to boot, and that the lower end of their definition of a “city needing a Supe” was a city with a population of 77,000.
This concept seems to be pretty close to your estimate of one Pro-hero for every 50,000 people. Like you said, there’s wiggle room to be had, but I think we can round up the ratio a bit higher to take in consideration all of side kicks / support pro-heroes / team-ups (i.e. Pussycat team) that might serve the same jurisdiction. By considering sidekicks and etc., this is similar to how Vought Int. would supply one major Supe + various support supes per city.
Also just as a disclaimer - I think we can also say that this ratio estimate would only apply to active crime-fighting pro-heroes, and not all of the non-combatant licensed “heroes” that use their quirks for their profession (i.e. Recovery Girl, Lunch Hero, etc.)
If we assume a baseline of 2.5k major pro-heroes to cover every 50,000 civilians, then I think we can atleast double that number to account for sidekicks (similar to the “one major Supe + various support supes per city” rule) I think it’s safe to assume that every pro-hero has at least one sidekick. That brings us to 5,000.
We can probably hike that number up even further when you consider the scale of certain Pro-Hero agencies. We know that a large, prestigious agency like Endeavour’s has at least 30 sidekicks. If we assume all of the Top Ten are similarly staffed, then that’s another 300 sidekicks from the Top Ten alone. But being below the Top Ten doesn’t exclude you from having many sidekicks either (i.e. Team Itaden employs “dozens of sidekics” to work with Ingenium) I’m not good enough at math to give a reasonable guesstimate, but my mush brain will want to say atleast 6k…?
I’m now beginning to understand why the HPSC was so desperate to recruit as many people as they can to participate in the PLF raid.
The PLF contains more than 100,000 warriors, most of whom were stationed at the mansion and scattered throughout Deika City.
Conventional military wisdom (Mataxis, 1994, p.7) demands that such an invasion requires a LSCO (large scale combat operation) and LSCOs require atleast a 10-to-1 ratio for optimistic results (i.e. Gulf War, and more recently at the Battle of Mosul). With this in mind, if the HPSC wants to take down the PLF, their ideal scenario would be to have…. 1,000,000 pro-heroes. JFC.
Even if we wanted to be more conservative and refer to the 3:1 combat ratio instead, that’s still a required minimum of 300,000 pro-heroes, which our estimation of 2.5-6k barely meets. This makes me want to consider your original 380k estimate instead since that would be a lot more forgiving. However, that is still a dicey scenario, especially when you consider enough pro-heroes have to be reserved to handle however many high-end nomus they might run into at Jaku Hospital.
Well damn. This really puts the PLF to scale. The largest terrorist groups IRL (Taliban, Al-Queda) max out at 60,000 and uh… you see how well repressing their violence has gone for us. The PLF and their intent on a violent uprising to establish a Randian ableist anarchy with their roster of 100,000 warriors trained generation after generation (+bonus nomus!) is a real desperate situation to behold.
No, I don’t condone the idea of drafting friggin’ children into a war (can’t believe I’m writing that unironically lol…) but if there’s only a certain amount of licensed pro-heroes within the entire country, I can begin to understand why such desperation for recruitment and quirk output would occur out of the need to outnumber this army.
P.S. This also leads me to believe that realistically, Japan needs international help. IRL, LSCOs that are a third of this PLF raid’s size require an international coalition in order to supply those kinds of numbers and resources. The patch on the Movie #3 poster says WHA which might mean World Hero Association. I wonder if this movie will serve as way to help introduce the international pro-hero scene and ease us into future arcs that might employ these players.

Of course! (FYI I added an additional P.S.S. to go further into why the HPSC got high schoolers involved) I was happy to find your post because the concept of the 10:1 ratio kept popping up for me in my TV and that made me realize, wait… does Japan even have that many pro-heroes?
I used to think the way the HPSC went about this raid was batshit insane, but with all of these things in mind, it’s a lot more understandable tbh. And yeah I really do hope the movie gets into that, it would be so cool!
I just read the P.P.S. That’s a pretty good point too. I also think Japan didn’t bring in other countries for assistance simply because the HPSC and/or the government is just enormously high on pride and power right now. The country WAS considered to be the safest country on Earth thanks to All Might, after all, and I guess they wanted to keep up that image.
Yeah that’s true! Though that’s definitely not enough to justify recruiting minors into such a dangerous operation, there really had to have been quantifiable reasons for why using Japanese teenagers to accomplish the goal was more feasible than outside help.
I also wonder if security is an issue, too. The scale of the PLF was pretty fresh information to the HPSC, so maybe they were concerned if their connections and resources extended outside of the border? For terrorist orgs of that scale, I’d think that’s possible. I guess it would be tricky to tap other countries and guarantee that no one who should be hearing this information is hearing it.
Do you think it's possible, even if it's remote, for a Quirk to be misdiagnosed? For example, a fanon theory of mine is that Hiryu Rin's Quirk actually involves him turning into a dragon with durable scales. But his Quirk wasn't fully developed while he was still a child, and because he could only develop scales and shed them at the time, the doctors thought that was the essence of his Quirk. Thus, Hiryu was raised to think he could just develop scales and fire them if he trains hard enough.
While I do believe that it would be very rare, I do think that such a thing is possible. I think that certain factors would make it easy for a doctor to figure out a Quirk, such as what the Quirk does, how it effects the patient, and what the parent Quirks do. However, I believe that problems can arise when studying a Quirk. I think the primary examples of these problems would be with those who have stunted or repressed Quirks. I'm mean Koichi is probably one of the prime examples of this. His Quirk is labeled as "Slide and Glide", yet we know for a fact that his Quirk is far more capable then simply sliding, to the point where he is capable of flying through the air even as a small child.
However, I don't think that such a thing happen with Rin. Do I think that an Eastern style dragon Quirk could be a thing? Yes, and I even had done something similar with that before. I just don't think that such a thing applies to Ryu. First off, it would take a lot of assumptions if that was the case, especially if his parents' Quirks were different. Second, how exactly would firing scales result from an Eastern style dragon? I can't think of any dragon that can fire its own scales. Wouldn't it make more sense if he just had the scales? Its even stated that these scales aren’t very protective, being an offensive option instead of a defensive one. And finally, even if you ignore all that, how exactly did he not find out the true nature of his Quirk after all his time at UA? You are telling me that, in almost an entire year of learning and training his Quirk, Ryu never figured out how it work.
This actually changes quite a bit. For the sake of covering as much as I can, I will be assuming the events of the series still happen one way or another so that things stay mostly intact. If something happens to create a major change in the story, I will mark it with an asterixis.
Entrance Exam-USJ
-Izuku does not establish a strong friendship with Iida and Uraraka unless they try to make a stronger connection outside of class.
-Izuku does not fight Bakugou in the training exercise.
-Izuku may get elected to student office given the potential candidates that would have seen what he did in the entrance exam.
-Not much changes at USJ. Mineta and Tsuyu are still stuck on the boat, but the timeline continues just fine.
Sport Festival-Final Exam
-Izuku, without his connects to 1-A, may form a different group and may fail as a result, not competing in the fighting portion and helping Shoto.*
-Iida fights Stain alone, as Izuku isn't close enough to Iida to take not of his change in personality, leading to his death and Stain still being free.*

So we already know Mr. Compress is the great-great-grandson of Oji Harima.
But you know who else could be a great-great-grandson of Oji Harima?
Think about it. Harima’s Villain name is Peerless Thief. Monoma’s Hero name is Phantom Thief. Harima has been known to stick up for the underdogs (the people) by antagonizing Pro Heroes through stealing their wealth. Monoma sticks up for the underdogs (Class 1-B) by antagonizing the protagonists (Class 1-A) through, well…whatever antics he does. Mr. Compress likes to be a dramatic showman. MONOMA likes to be a dramatic showman.

For all we know, Harima had two children, and one child became the great-grandparent of Mr. Compress while the other became Monoma’s great-grandparent. There are five main components of worldbuilding. Each helps make a story world feel interesting, meaningful, and contextually believable. Those five components are Concept, Tone, People, Land, and Technology.
Concept
At its core, what's this story world about? How's it unique? Is this a world of wizards, pocket monsters, space wars, humans harvested by machines, a dinosaur theme park, undead pirates, portal guns, a space age family, or genetically engineered crocodiles?
What's the central idea that's going to attract us to this world? In most cases, this idea should be something that's not present or easily accessible in our day-to-day lives. It's not every day we get to explore the world of an astronaut, an FBI agent, or a dragon. And if the central concept *is* something to which we have access in our day-to-day lives (such as in The Office), consider the unique tone that can help bring that subject matter to life.
Concept is the certain something that makes a story world intriguing. It draws us in. It makes us say, "Tell me more."
Tone
Tone is the way we treat the subject matter. It's the mood we create. It's the lens through which we see the story world and it's what makes that world cohesive.
Let's say we've got footage for a nature documentary. By treating the subject matter one way (i.e. by setting a specific tone), we can create a reflective, solemn look at the dangers and outlook of our natural world. Using the same footage but taking an entirely different approach, we can create a lighthearted, comedic look into the lives of animals.
A cohesive mood makes a story world feel like one unit, even if that world consists of disparate communities and lands.
People
People (i.e. "beings") and the communities they create are arguably the most important component of a story world. Without people, there are no stories.
Communities make story worlds feel alive. They have histories, rituals, beliefs, cultures, governments, and goals that give a world its kinetic energy. They change over time. They make story worlds meaningful. They shape the land and its inhabitants.
It's worth pointing out that the term "people" is used here in the most general way. Whether your world consists of fish, dragons, humans, or animated bookshelves, we'll use the term "people" to describe any group of beings that can serve as characters in a story.
Land
The land of a story world includes the physical arena where the stories take place. It's where the inhabitants live. Land also includes structures, monuments, landmarks, natural resources, flora, fauna, biomes, weather, climate, and natural phenomena.
Land can play a large role in shaping communities including where they settle, what they value (such as water in the desert), the tools they use, and their lifestyle.
Technology
The technology of a story world is a broad term that encompasses any tool that the inhabitants use to influence their social or natural environment. It's important to note that "technology" includes anything that amplifies influence. This includes magic, super powers, and any science-based abilities.
As we'll learn, technology systems can be soft (i.e. theme-based) or hard (i.e. rule-based). They can have different sources of power and they can have different usage requirements.
