So lets look at what’s happened.
They’ve been chilling inside the walls now for over 100 years with no incident. No titans being able to climb them, dig under them, nothing. The scouts are doing their thing outside the walls but inside is calm. It’s good. Then boom. A giant titan kicks to wall in. An armoured titan runs into the next gate. Wtf right?
Then the 2nd time it happens the colossal appear from nowhere in front of Eren and the team, breaks the wall and then just disappears again? You can’t just lose a giant like that.
At this point Erwin learns about Eren being able to transform into a titan. It’s possible to reach the conclusion the disappearing colossal and armoured are similar to Eren. At the very least they’re humans that can shift in and out of titan form.
The death of Sawney and Bean only confirms the theory of a traitor in their ranks. They had killed the two titans, stopping humanity gaining any more knowledge from them with their 3DMG.
He can’t trust anyone other than those that were soldiers before the fall of Maria.
They concluded that the spy would be coming after Eren. Remember Ewin giving out too much information at the opening ceremony? Looking around at the cadets standing there. He was looking at those who stayed, those they had seen Eren transform. Meaning the suspects were standing in front of him.
Erwin had planned out the expedition by telling different people different sections that Eren would be under the theory that they would take this opportunity to strike and get their target; Eren. He would figure out what area was targeted first giving them an even more condensed list of suspects.
So this brings us here. In the forest, a plan hatched, a plan in motion. They had caught the traitor. This traitor that had disguised themselves as a soldier, part of a team, had been sharing their food and sleeping in their barracks, who had murdered comrades to get to Eren. Look how Erwin is when Levi tells him about the rear guard. Yes it’s cold, it’s calculated, it’s simple.

Erwin’s a fair man. He gave Eren the chance, he listens to Hanji’s theories, he looks at the bigger picture.
But did he need to fire 2 more rounds plus spares? No.
But this traitor had murdered his soldiers, those under his orders, those protecting Eren. Why not give them just a little bit more pain. He cares about the lives. He’s not a monster that people think he is. Look at his face as he gives the orders for the extra rounds. He’s pissed.
You don’t wear the uniform, you don’t train and fight beside the good just to senselessly kill them later.
