90% of the reason The Time Meddler is so good is that they absolutely nailed the characterisation. The actual plot is very sparse and mostly consists of the TARDIS team going between the village and the monastery and farcically managing to miss each other every time. But Hartnell is at his scheming hee hee hoo hoo best, and the monk is the perfect foil for his doctor. Vicki is cheeky and assertive and doesn't let Steven take the lead just because he's a man. Steven's skeptical and brash and still kind of crazy after years of isolation. They've known each other for five minutes and already they have the cutest sibling dynamic. Sick and twisted that the story called “the evil of the daleks” is driven by love… Edward Waterfield loses his wife and so starts searching for a way to travel through time, which Could Be Unrelated but. i’m an age of ambition truther. come on. So he turns to his colleague for help. When their meddling draws in the Daleks, Maxtible’s greed corrupts everything, and he turns over Victoria to the Daleks because he knows this will ensure Waterfield’s cooperation—how much he loves his daughter, especially in the wake of his wife’s death.

Waterfield, out of desperation for Victoria’s safety, lures Jamie and the Doctor to 1866 where Jamie is then used by the Daleks as insurance for the Doctor’s cooperation and for the human factor. The Doctor must be the one to choose the emotions and responses because of his intelligence, yes, but also because at this point in his life he has come to understand and love humanity. It’s the Doctor’s love for Jamie—his fear that, like with Katarina and Sara, he will lose someone dear to him again because of the Daleks—that allows him to carry out the experiment and produce the human factor, which he will then use to destroy the Daleks.

Victoria is at the center of this story, as blackmail for Waterfield whose actions put the story into motion, as bait for Jamie to produce the Human Factor which will ruin the Daleks, as a measure of how far the Doctor has come in compassion and understanding humanity since the beginning, and equally how alien he is. And everyone around her is working with love—Maxtible aside, Kemel and Jamie and Waterfield and the Doctor all want to protect her. And over and over again the Daleks exploit this love and that is the evil of it, the Dalek Factor that is so completely the opposite of the Human Factor…
