One of my favorite headcanones based on the Russian version of the movie and contains a lot of biblical context.

1 is really annoyed with the fact that 9 is a chosen one. And behind all this annoyance and grudge he actually can't see him as a person, only as a leading light, which blinds him even more as 9 tries to get closer or lend a hand. That's why I really like drawing 9 without a face when 1 is near – 1 just doesn't see it and doesn't want to look at.

Also 1 is really REALLY fixated on his leader role and loosing any elements of leadership is difficult for him, when 9 is ready to throw it away in any moment if it's needed to really help the stitchpunks.
