Lio Fotia does not and will not ever own a phone, it doesn’t matter how far after the events of Promare he does not want a device with a tracking ability in his pocket. He does not want social media in any way. His generals tend to have at least one burner phone between them but constantly get new ones so you have to be someone they update regularly to get the new contact info.

The only reliable way to reach Lio is to reach Galo, though he does frequently need to take tech breaks because he can and will get in fights on social media by searching his own name too often. He’s trying to be better about this with coaching and encouragement from Aina but he has no impulse control in most circumstances.
