Hitler and the Nazi regime were responsible for at least 20 million total deaths during WW2, in just under 6 to 10 years; including over 10~11 million in concentration camps (and 5–6 million jews). It's all well-documented and common knowledge.

That averages out at around 2~3 million deaths per year (WW2 over 10 million deaths annually), which is still far worse than anything Riliane ever did. As for Joseph Stalin, he had directly executed over 800,000 people in purges alone; with the Holodomor resulting in over 5 million deaths within just 2 to 3 years, and as many as 20+ million victims during Stalin's entire reign.

With that being said: She was still a selfish, horrible tyrant and is easily up there in terms of the worst dictators in history, but many world powers are objectively just as awful, if not much worse in the long term. Of course, she still had the potential to become worse; but nowhere near as evil as actual monsters and fictional villains like AM, Frieza and Palpatine.

Fun fact: In Dexter and Oshi No Ko; Both Aqua/Ruby and Dexter/Brian were "born in blood", and witnessed their mothers die horribly at a very early age.

Not just that, but the age comparison is also funny. Aqua and Ruby were born in late 2006/early 2007, and are 18 by the end of the manga. While their parents, Ai and Hikaru were born around 1990 and 1991 respectively.

Miyako was likely born in 1983 (making her 41 by the end of the series). We also know that Ai's parents are in their mid-50s (1969–70), and her mom Ayumi is still alive.

But Dexter was born in 1970/1971, which almost makes him old enough to be Ai and Hikaru's dad/the twins' grandpa; and Brian is 3~4 years older (B. 1967).

As for Batista, James Doakes and Laguerta; they were all born in 1962, so they're probably old enough to be Miyako's parents.

While Arthur Mitchell/Trinity was born around 1947, which would make him old enough to be Ai and Hikaru's grandpa (Aqua and Ruby's great-grandpa).

Then there's Harry, who was born in 1936~37–Which might actually be older than Miyako's grandparents. Harrison was born in late 2008, so he's even younger than Aqua and Ruby.
