In retrospect, it's so obvious that the whole memory wipe thing couldn't possible have been Qifrey's idea. There's simply no way that the guy who tries to solve 99% of his problems by chucking a water dragon at it and fumbled his Brimcap investigation so badly that he drew the suspicions of everyone in his life pretty much instantly could've come up with a scheme that subtle and methodical all on his own, let alone kept it going for years.
