It’s a dominance behavior when one cat holds another down and grooms like that.

What’s funny is that among rabbits, it’s dominant bunnies that get groomed to reflect their dominance.

So when a bunny and a cat are living together (which happens more than you might think!), the cat grooms the bunny and each of them then think, “now they know I’m in charge”.
