Madatobi brainworm idea for fic someone please write because I can't but here is the gist:

Zetsu was cannonically damn desperate to unlock the rinnegan; he encouraged Madara vs Hashirama to happen. Likely didn't predict Madara biting a chunk out of the senju bloodline to stuff in his wound, but okay fuckit we're off script but the story is movin. Or Obito being sewn together with hashirama cells post accident was another fluke. But what if he got really really desperate about it. What if he saw that Madara was by far the greatest and most powerful Uchiha to ever live and knew he would eventually unlock the rinnegan but not HOW.

And so, in his desperation he pays attentions to the bloodlines. He sees no way to get the Senju and the Uchiha to combine. But then he notices the Senju heir and Madara getting close. And the senju heir is an absolute genius madman of jutsu creation. Zetsu begins to realize that the Senju madman really can make miracles out of matter And warily begins to plant suggestions that one of those things might just be children.

Zetsu also carefully orchestrates a number of dangerous events to have the two be stuck alone together. And he can't risk Madara, so poor Tobirama keeps finding himself in situations.
