so lore dis guy is technically a chimera (artificially created being) chimeras like him were mass produced for things like police, army sometimes personal ussage (for companies)  and probably most important vessels for gods he was created closer to the end of times when the technology for creating them was perfected, but he isnt a complete failure so, mediocre he ran away from the facityity when a weakened god of control took him as a vessel and now he's like that, working with punks to illigaly clear liminal spaces
