Are there any modern releases that allow little kids to unsafely handle food?
Not as far as I'm aware, assuming that by 'modern' you mean within the last few years. Gone are the days when Barbies would come packaged with jello or icing or other dubious foods to eat right off the toy. Now, generally speaking, toys are toys and food is food.

There's still food themed Barbie playsets that are interactive, like the pasta sets that come with dough to extrude, but not with real food in them.
That said I kind of miss the horror of the food sets from the 90s so if there are any modern variants anyone else knows of, please let me know.
I hate this so much but it enthralls me...
This is really, really only on topic for my blog in the most broad terms but... I've been reading the book Girl Dinner by Olivie Blake, and there's a scene in that book where one of the viewpoint characters attends a party that is "Malibu Barbie" themed. One of the other characters in this scene is described as being dressed like Enchanted Evening Barbie.
That's actually kind of interesting to me, because Enchanted Evening has had a number of different releases. It started life as a fashion pack in 1960.
There was also a collectible reproduction of this as a doll in 1995.
And most recently it's been reimagined as a playline doll as part of the current "Replay the Classics" series.
There was also a 1991 playline doll called Enchanted Evening Barbie that bears some vague similarities to the gown but looks sufficiently different that I think this was just a name reuse rather than a deliberate homage or re-release.
It's certainly not what you think of when you say "Enchanted Evening Barbie", in my opinion.
None of these, you might notice, are Malibu Barbie so I have to say that the character in question is NOT dressing to the theme. The vibe, I think, is that she's taking the theme in a classy and upmarket direction, wearing a very specific Barbie gown rather than more generic pink clothes like many other described characters do... but in general, that means the event sounds way more like generally Barbie themed than Malibu Barbie themed.
But, the graphic lesbian sex scene where one of the characters is dressed as Enchanted Evening Barbie captured my imagination SO MUCH that I had to stop and think about this for a minute.
