I don’t think all of you actually read the whole article.

The exceptions for diplomats does NOT apply to U.N. members, which is what the article focuses on. Only 23 of the 193 United Nations member states currently accept same-sex marriages. So, none of the people from those 170 states will be able to bring their partner.

The article also points out that if there are partners of U.N. members in America, they will have to get married before the end of the year or risk having their visas cut off. Without their visas they could be sent back to a state that criminalizes homosexuality and then be prosecuted for it.

The issue here is equality because this is not equality. They purposefully excluded a group that is vulnerable to this policy.
