Rainwings are the only other tribe that would be able to communicate in aquatic. By shifting their scales to match all of the biolights on a Seawings body. (EX.)

Now due to the obvious fact that they can't make them glow they instead would need to brighten the colour or have a specific colour they turn when the scale is used or make them appear like they are glowing.

Like if they make the scales light blue then switched to bright yellow when that scale is being used or just a brighter shade of blue. And even if they were in the water switching from blue to yellow would be visible because the yellow would turn bright green.

Idk, just a really cool thought, I'm totally going to use this idea in my own art and writing.
