Thinking about how Penelope's eulogy at Will's funeral was there to emphasize Will's kindness and how good of a partner he was, not just because he loved JJ but because he loved her friends too.
Jump to episode 19x01 and we're reminded of that story by JJ and Penelope when they talk about "protecting precious things".
Jump again to 19x03, and here's Luke helping JJ bring her bags over to Penelope's and helping protect JJ's precious things (her kids) by providing them with happy memories.
I would normally say something like this was just a happy accident from the writers, but given that they go out of their way to remind us of Penelope's speech in the first episode of the season, it does feel more intentional. Luke is a parallel for Will. I don't mean that in the sense that they're setting him up with JJ, but rather they are going out of their way to highlight his kindness and the care he has for his friends which are the things that Penelope loved most about Will.

I was a little worried when Kirsten started saying, "You think you want something, but you actually like the idea of it more. But right after that she called Garvez a Victorian romance, so I'm still feeling pretty good!
"We can live long on that electricity, especially because those characters will not accept that it's happening, but as actors both of us love it anytime we get to do it." This sort of confirms what I was saying before about nothing being overtly romantic this season, but they're relationship will likely continue to deepen.
I also do see what Kirsten is saying here, even if I don't fully agree. There's always that fear from writers that once the characters get together, there's less room to explore. Yes, there is the potential for secret dating and professional conflict, etc, but unlike sexual/romantic tension or buildup, that kind of story can't last for more than a season. It's the fear that if they end up together too early (mind you, it's been 10 friggin' years) that they'll end up like Jim and Pam from The Office where you have to start making up random problems for them to keep it interesting.
Listen, The beauty of a Victorian romance is that it does inevitably end with a Happily Ever After. If Messer wants to play the long game, I'll be happy to play along too, as long as the show continues to respect the role they play in eachother's lives. I think season 19 has done a really good job of that so far.

Luke is struggling to get the tent put to together. Garcia, sitting at her kitchen counter with a glass of wine, makes fun of him because he obviously claimed to be an expert and is now completely tangled up in the tent poles. But when she realizes how determined he is to make a happy memory for the Jareau Family, all she can think is, Damn, that's hottest thing I have ever seen.
"Okay fine, I admit it, I need help," his voice makes her jump out of the seat.
Before going over to help, Penelope shakes off the tension and texts Mr. Saturday. She is not ready to deal with those intrusive thoughts yet.
