genuine financial emergency pls boost

i live in a shared living situation with 3 people. one of our roommates was telling us she was paying the waterbill and would take our money to contribute, turns out she hasn’t been paying it at all during this whole time and has been pocketing it. the water bill moratorium just ended and so i got this in the mail TODAY. they’re shutting it off within a little less than a week. my one roommate is AWOL, the other is unemployed and living off savings, and i myself receive minimum unemployment checks. i’m a working class, bi, jewish woman and a community organizer. i could very much use this help right now.
