Read all the Strange Tales Nick Fury stuff before Jim Steranko comes aboard in #154 by the way and I find Nick and Jasper Sitwell's dynamic to be fascinating simply because of the extreme paranoia Nick gets around this guy.
Nick just decides one day that Jasper wants his job and is really pissed and stressed about the idea that the younger, more respectable Jasper is going to usurp him, somehow.
And absolutely nothing about Jasper implies this is what he wants or is doing! He's just this eager, overly passionate new agent desperate to prove himself and Nick has just decided that he wants his job with zero evidence that this could be true.
At one point, because of this paranoia of Nick's, he's kind of mean to Jasper and he feels bad so he... takes away Jasper's vacation time?
Look at that last panel. Look how wide he's smiling. He's so delighted to not have any vacation time. It's bizarre.
It isn't the only time Nick's paranoia makes him snap at Jasper, who always looks like some kicked puppy because he doesn't want to be director of Shield, he just wants Nick to like him, but Nick is taking every action Jasper does as some sort of fucked up mind game and not just an eager 20something wanting to impress his boss.
He's making Hank Pym look well-adjusted. Part of me wants Nick to see someone for this paranoia which is absolutely ruining his life and the other part of me wants to make it worse.
I love comics so much because you can just find the most random characters with the wildest story beats.
Like this shield agent, Jasper Sitwell, who actually has a shockingly long history having worked under Nick since the 60s and acted as a bodyguard for Tony Stark for a number of early Iron man issues. Then sometime during the 2010s was turned into a zombie for like no reason! even in-universe there isn't a reason, he's just a zombie now!

I present to you a ship idea: Jasper Sitwell and Dugan. Thoughts?
(Based completely off of SHEILD #9 2014 and Howling Commandos of SHEILD 2015)
I'm shocked someone else has read Howling Commandos of Shield 2015. That comic felt like a fever dream I invented.
Anyway, I agree, although it's a funny concept because it's one that only really makes sense/has material when Sitwell is actively a rotting corpse, which is interesting. They have a dynamic in the original Shield stories in Strange Tales, but it's more of Dum Dum finding Jasper's terminal ass-kissing disease funny, more than anything else.
I guess Dum Dum tries to make him feel better after Nick's paranoid ass insults Jasper again? Which is nice of him.
Anyway, I do actually quite like the weird energy in Howling Commandos of Shield (and that Shield issue you mentioned), because it's the real only times Dum Dum has gotten a bit of focus after being revealed to have been a robot since 1966, so I kind of like the vibe that Dum Dum is desperately hanging on to Sitwell as a reminder of the person he once was, in part because he's both the only person on that team who knows Dum Dum and Dum Dum could really do with the normalcy, and also because Sitwell reminds him of a time where things were less complicated, at least from his perspective. Sitwell's zombification is also something that both turns Dum Dum away from Shield, and forces him to stay loyal, because they are the organisation that has what might be Dum Dum's last friend.
Although he also reads as being a bit in denial at the fact that Jasper is, you know, a flesh eating zombie.
Anyway, in that series he has a portrait of pre-zombie Sitwell on his desk, which I do find charming.
It's a narratively rich dynamic for two characters that don't really have that much going on normally, which I appreciate.

Sitwell refrained his rolling his eyes when Clint referred to the van as his baby, but he did sigh softly “I used to fly helicopters, you know.” He shook head slightly and concentrated on the matter at hand.
“Good job. No casualties, I presume.” He hadn’t heard anything on the comms that would indicate but Clint was always good at suffering in silence at least until after the mission.
