Watching over the younger versions of Ricks in the multiverse was one of the many duties of Young Designation Bureau of the Council of Ricks. Rick Sanders and Rita Sanders are the co-heads of the Bureau which is tasked keeping tabs on such Ricks, even ones who are not members of the Council. One of those Ricks was D-304, full government name:

“That’s his real name? Rick Fuck You Sanchez? Already having a traits of a Rick showing.”, Rick BA-4 said.
[[Based on records registered in the Council, D-304 is age 20. He was adopted by B-Alpha-29 and C-449. Currently majors in…Creative Writing? It does not make any sense, normally most Ricks who attend college usually major in a science discipline. D-304 does not.]], ADA confirmed.
“I attended NYU, and even though most people didn’t cared about computer science it didn’t stop me. I just skipped lectures and just viewing the lectures remotely from my apartment.”, Rick replied.
Rick BA-4 soon after talking to ADA, portaled from his Young Designation Bureau office room to the university of where D-304 attends.
“Now where can I find D-304”?
It had been a rough summer for D-304. The young Rick was in fact late to starting the semester, missing the first few weeks of classes. He was able to get some help forging medical documentation and after passing the first missed tests without having even taken the courses the boy was able to join his classmates without much more hassle. He was skipping class a lot more this semester though. Giving less and less of a fuck, he didn’t even live in the dorm assigned to him anymore. After finishing classes he was to immediatly return to the home of the person taking care of him.
But this year was also the year he stopped being negligent in security. He was tired of Ricks showing up unnaounced because they usually didn’t have any good intentions. With a bit of help he was able to set up a security alarm that would notify him of any portals opening into D-304 that were not from his portal gun, and thanks to a little bit of looping through a time lagged dimension as proxy, he was actually able to ge tthe notification about 45 seconds before the portal opened.
This was the first time he had the alarm go off for a portal not registered to the portal gun of his father or his friends, the first interloper it recorded. col immediatly portaled to the location of the opening, and watched the other make their enterance.
“Right here….”
His eyes had darker bags than ever. His hair was a mess of fading purple dye. And he looked so pale and guant you might think you were looking at a ghost. Clearly he hadn’t been well lately. And he wasn’t in a good mood.
Turns out there no need to actually look for him, he conveniently portaled in front of him. As if he knew he was here.
“Oh boy, he’s not in a good mood. He’s not feeling good at all.”, Rick BA-4 said to ADA
[[He’s either sick, or he’s just woke up this morning, can’t really determine his actual state]], ADA replied.
“Oh, in case you’re wondering why I’m here while you’re in a cranky mood, I actually come to talk. If I wanted to kill you, I would have done so as soon as I’ve arrived.”, said Rick BA-4 to the groggy D-304.
Col looked the other over with a glare. “W-well then why are you h-here…?” He rubbed his race, too tired to deal with some random Rick showing up in his dimension. “I mean w-who the fuck are you anyways.. you’re a Rick I can t-tell btu.. well Ricks usually don’t come by my place i-if they have good intentions. So.. what are your intentions.”
It wasn’t so much that the people that showed up in his homeworld tried to hurt him, although at least two had. It was the the Ricks that came here looking for him were the ones that thigns always eventually went sour with. If they did not hurt him now they would some where along the road.

The boy watched the other for a moment and processeed this information.
“Like many Ricks I’m n-not exactly keen on there being records of myself around. I don’t exactly w-want som jackass to be able to look me up whenever they feel like.”
“I might as well ask the important questions here. How the hell you got adopted by two other Ricks after you left home after high school? Because I’m very surprised you were not inducted into the Council as in standard procedure.”
Col groaned, and considered how to keep his answers as vague as possible. Perhaps he could hack in and delete the records later, he was good enough and stealing information surly he could remove it too.
“The a-adoption isn’t exactly o-official…they just said ‘hey you’re our kid now’ and I said ‘fuck you’ and then one of them offered me food and I kinda just stuck around.”
“Where did they came from? Did they just pop out of a portal and say that or you were in alternative reality and they discovered you? Obviously you haven’t been inducted as a member of the Council then. At least tell me how life at the Citadel of Ricks is working out for you before you went to college. You’re not the only Rick that’s under the age of 60 there. I’ve resided in the Citadel for some years after my induction.”
Col started laughing, so this guy really knew absolutely nothing about him. He cleared his throat and started into his backstory, carefully picking his words so as not to reveal to much, he decided to only start as far back as this guy was looking at, instead of giving him anymore information than necessary.
“They adopted me about eight months ago m-man. I was taking care of myself, didn’t live on the citadel I live on campus. Had heard about it but didn’t like the sounds of it so I stayed away. But I had a portal gun malfunction and ended up there one day, ran into C-449. i was hungover, tired, and hungry, so he took me to the daycare, he was dating the Rick that runs it. They fed me, got me into some clean clothes, and I kept coming back because they had free food for me. Then one day DC was just like ‘you’re my kid now’ and that was that.”
“I bet you didn’t like the sound of it because it’s mostly old people. I fully understand. I had the same thought when the Council first discovered me and genderswapped version of me a few years ago and told me about it. Some reason I was treated like a celeb because of my youth and my Afro.”
BA-4 then pulled out a chocolate bar, took a bite out of it and chews it for a bit.
“But since you answered some of my questions I’ll tell you my backstory. Ghosted out from home 16 via portal gun, traveled around the world for two years until I settled in NYC and attended New York University which I stayed in my apartment unless it’s for class, reality jumping, or anime cons or whatever mandatory human crap I have to do. Created a software empire that included a Sentient A.I. in a “blue box” doing most of the college work for me. I got famous and got funding to have AI research facilities across various US colleges. Eventually made a presentation, almost got shot and killed by a luddite hipster terrorist.”
BA-4 took another bite out of the bar.
“Eventually I felt ill by radioactive in the bullet. I was going to give up on my projects and have them transferred to my professor helping me with the project, until Rita Sanders of dimension BA-8 came along. She cured my poisoning and we both stayed to help each other out and exposed their organisation. That got the attention of the Council and their welcoming committee came to my apartment the next day with a surprise party. So many old misanthropic drunken bastards wanted to meet me and for some bloody reason I felt directly connected to their mindsets.”
BA-4 took yet another bite out of the bar.
“A few days later after the Council introduced themselves, I went to the Citadel and was inducted to the Council of Ricks, and it involved drinking alcoholic ginger ale. That was the first time I was drunk and I was able to hold it in for 25 minutes.”
[[He’s gotten used to drinking alcohol occasionally, but still prefers his sodas.]], ADA added.
Col stared at the other while he talked, he hadn’t expected the other to start launching into a backstory. After a minute he realized this wasn’t ending any time soon so he just tuned out. Occasionally he nodded or ‘mhm’ed, but his focus was mainly on trying to figure out why this guy was here and how long he’d have to deal with him.

Col tried to supress a laugh, which resulted in it coming out as a snort. “Yeah uh, no th-thanks. The only reason I hang around the C-citadel is to be with my dad. I don’t e-exactly subscribe to c-council ideology.” He shrugged. “I have no intention of b-being ‘inducted’ into the council or whatever”
[[Ah, that’s OK. There are some Ricks that have no interest in joining as a member primarily because they’re seriously anti-authortrian, even if it’s their own kind. It’s understandable based on your nature.

There is one Rick that makes a living writing science fiction stories based on his life. He uses the proceeds to fund his projects. They have a massive manga library larger than what Japan have on Earth.”

(I wanted to inform you folks ahead of time, if and when this fanfiction (Chronicle of a Reality Jumper) reaches to the end of season two of the TV series and into the pocket morty’s story line, Rick and Morty of BA-4 will NOT be involved. You might see a few chapters dealing with how the High Council handles the Pocket Mortys fights and related things, but the main characters of the will be going on their own adventure. Citadel of Ricks – Department of Security-- Chief of Security Office. (An Open Starter Conclusion)
A Council Guardsman entered the office of the Chief of Security with a temporal incident report in his hand and puts it on the chief's desk.
“Chief, I have a report from Rick Sanders of Dimension BA-4 of a temporal incident he experienced in dimension F-610-E.”
Chief Rick Sanchez, the Rick Guard wearing a Police Chief hat with the Council insignia badge, saw the report and immediately recognizes that was Colonel Sanders who written the report. He started to read the report while taking a swig from his flask.
It has Rick Sanders and Morty Smith's name, the description of the incident, people involved, length of time traveled experienced or witnesses, and any preventive measure to ensure a stable time loop. Plus supplemental articles including the map of the area they traveled and photos by his ADA personal operating system.
“His report says that the time flow in dimension F-610-E has crashed in such a way that you can time travel from one point in time to another by using this dimension as a vector. The report says that he was able to inadvertently time travel in the dimension he originally traveled to by six months just walking in 30 minutes. He encountered a future version of Rick and Morty of E-417 and it's possible that if he went in a different direction he could have traveled backwards in time to the same dimension he originally traveled to.”, the Chief summed up even though he drunk from his flask.
“Given what they saw, why hasn't the High Council quarantined this dimension yet?”, the Chief asked.
“Council records indicate that it wasn't because if this planet they were in was destroyed it will affect other ones as well. So it was still open for travel.”, the Rick Guard asked.
“Then this report will change things. I'll inform the High Council about this. Have the Guardsmen secure the dimension to make sure no unauthorized Rick enters it. We can't have anyone entering this universe to as a way to time travel.”, The Chief ordered to the Rick Guard.
“It's uninhabited. Can't we just send a few probes to monitor it electronically?”, the Rick Guard asked.
“Monitoring it is not enough, there's the potential of other people that can enter this place, especially enemies that can use it against other Ricks or threaten the structural integrity of the multiverse. It's bad enough that Colonel Sanders had to deal with Exterminators. We don't want them figuring out time travel and it's bad enough that the High Council considers this the jurisdiction of the Time Lords.”, the Chief told him.
“Yes, Chief Sanchez”, the Guard replied. Then the Guard walked out of the office to carried out the Chief's orders.

Notice from the Council Chief of Security to all Council Guards:
Due to a confirmed temporal flow crash in universe F-610-E, it is now a restricted dimension pending a final decision by the High Council of Ricks. It is to be restricted to council guardsmen for routine patrol against unauthorized Ricks and to prevent hostile entities from entering said universe.
Pursuant to the Time Travel Jurisdiction Treaty, the Time Travel Prohibition Act and the Council Code of Interdimentional Transportation, it is considered a controlled universe. Watching over the younger versions of Ricks in the multiverse was one of the many duties of Young Designation Bureau of the Council of Ricks. Rick Sanders and Rita Sanders are the co-heads of the Bureau which is tasked keeping tabs on such Ricks, even ones who are not members of the Council. One of those Ricks was D-304, full government name:

[[Based on records registered in the Council, D-304 is age 20. He was adopted by B-Alpha-29 and C-449. Currently majors in…Creative Writing? It does not make any sense, normally most Ricks who attend college usually major in a science discipline. D-304 does not.]], ADA confirmed.
“I attended NYU, and even though most people didn’t cared about computer science it didn’t stop me. I just skipped lectures and just viewing the lectures remotely from my apartment.”, Rick replied.
Rick BA-4 soon after talking to ADA, portaled from his Young Designation Bureau office room to the university of where D-304 attends.
“Now where can I find D-304”?
It had been a rough summer for D-304. The young Rick was in fact late to starting the semester, missing the first few weeks of classes. He was able to get some help forging medical documentation and after passing the first missed tests without having even taken the courses the boy was able to join his classmates without much more hassle. He was skipping class a lot more this semester though. Giving less and less of a fuck, he didn’t even live in the dorm assigned to him anymore. After finishing classes he was to immediatly return to the home of the person taking care of him.
But this year was also the year he stopped being negligent in security. He was tired of Ricks showing up unnaounced because they usually didn’t have any good intentions. With a bit of help he was able to set up a security alarm that would notify him of any portals opening into D-304 that were not from his portal gun, and thanks to a little bit of looping through a time lagged dimension as proxy, he was actually able to ge tthe notification about 45 seconds before the portal opened.
This was the first time he had the alarm go off for a portal not registered to the portal gun of his father or his friends, the first interloper it recorded. col immediatly portaled to the location of the opening, and watched the other make their enterance.
“Right here….”
His eyes had darker bags than ever. His hair was a mess of fading purple dye. And he looked so pale and guant you might think you were looking at a ghost. Clearly he hadn’t been well lately. And he wasn’t in a good mood.
Turns out there no need to actually look for him, he conveniently portaled in front of him. As if he knew he was here.
“Oh boy, he’s not in a good mood. He’s not feeling good at all.”, Rick BA-4 said to ADA
[[He’s either sick, or he’s just woke up this morning, can’t really determine his actual state]], ADA replied.
“Oh, in case you’re wondering why I’m here while you’re in a cranky mood, I actually come to talk. If I wanted to kill you, I would have done so as soon as I’ve arrived.”, said Rick BA-4 to the groggy D-304.
Col looked the other over with a glare. “W-well then why are you h-here…?” He rubbed his race, too tired to deal with some random Rick showing up in his dimension. “I mean w-who the fuck are you anyways.. you’re a Rick I can t-tell btu.. well Ricks usually don’t come by my place i-if they have good intentions. So.. what are your intentions.”
It wasn’t so much that the people that showed up in his homeworld tried to hurt him, although at least two had. It was the the Ricks that came here looking for him were the ones that thigns always eventually went sour with. If they did not hurt him now they would some where along the road.

The boy watched the other for a moment and processeed this information.
“Like many Ricks I’m n-not exactly keen on there being records of myself around. I don’t exactly w-want som jackass to be able to look me up whenever they feel like.”
“I might as well ask the important questions here. How the hell you got adopted by two other Ricks after you left home after high school? Because I’m very surprised you were not inducted into the Council as in standard procedure.”
Col groaned, and considered how to keep his answers as vague as possible. Perhaps he could hack in and delete the records later, he was good enough and stealing information surly he could remove it too.
“The a-adoption isn’t exactly o-official…they just said ‘hey you’re our kid now’ and I said ‘fuck you’ and then one of them offered me food and I kinda just stuck around.”
“Where did they came from? Did they just pop out of a portal and say that or you were in alternative reality and they discovered you? Obviously you haven’t been inducted as a member of the Council then. At least tell me how life at the Citadel of Ricks is working out for you before you went to college. You’re not the only Rick that’s under the age of 60 there. I’ve resided in the Citadel for some years after my induction.”
Col started laughing, so this guy really knew absolutely nothing about him. He cleared his throat and started into his backstory, carefully picking his words so as not to reveal to much, he decided to only start as far back as this guy was looking at, instead of giving him anymore information than necessary.
“They adopted me about eight months ago m-man. I was taking care of myself, didn’t live on the citadel I live on campus. Had heard about it but didn’t like the sounds of it so I stayed away. But I had a portal gun malfunction and ended up there one day, ran into C-449. i was hungover, tired, and hungry, so he took me to the daycare, he was dating the Rick that runs it. They fed me, got me into some clean clothes, and I kept coming back because they had free food for me. Then one day DC was just like ‘you’re my kid now’ and that was that.”
“I bet you didn’t like the sound of it because it’s mostly old people. I fully understand. I had the same thought when the Council first discovered me and genderswapped version of me a few years ago and told me about it. Some reason I was treated like a celeb because of my youth and my Afro.”
BA-4 then pulled out a chocolate bar, took a bite out of it and chews it for a bit.
“But since you answered some of my questions I’ll tell you my backstory. Ghosted out from home 16 via portal gun, traveled around the world for two years until I settled in NYC and attended New York University which I stayed in my apartment unless it’s for class, reality jumping, or anime cons or whatever mandatory human crap I have to do. Created a software empire that included a Sentient A.I. in a “blue box” doing most of the college work for me. I got famous and got funding to have AI research facilities across various US colleges. Eventually made a presentation, almost got shot and killed by a luddite hipster terrorist.”
BA-4 took another bite out of the bar.
“Eventually I felt ill by radioactive in the bullet. I was going to give up on my projects and have them transferred to my professor helping me with the project, until Rita Sanders of dimension BA-8 came along. She cured my poisoning and we both stayed to help each other out and exposed their organisation. That got the attention of the Council and their welcoming committee came to my apartment the next day with a surprise party. So many old misanthropic drunken bastards wanted to meet me and for some bloody reason I felt directly connected to their mindsets.”
BA-4 took yet another bite out of the bar.
