It's worth knowing that the 1988 Tonys were held in the Minskoff Theatre, with a capacity of roughly 1700, and Anything Goes was performing in the Vivian Beaumont Theatre, a capacity nearer to 1000. For all practical purposes, this is a space that's probably, minimum, 70-75% larger than the house she's been performing in. Even if they did a full dress rehearsal at the Minskoff (and I don't know how common that is for award shows and benefits now, never mind in the 80s), the house wouldn't have been full. Human bodies absorb sound to the place that there are equations sound engineers can use to try to set levels to allow for a full house (this also goes for HVAC), but it's all a little bit of a crap shoot for one time events like the Tony awards. Even for sound check, they wouldn't have had a full house (and Patti almost certainly knows to give her biggest notes for sound check, and since they're doing this number and not Blow Gabriel, that belt at the beginning's her biggest solo note), so Patti knew exactly how much belt she had to give for a full house in the Beaumont, but there was no way for her to really know what was going to land in the Minskoff, and clearly made the choice to go larger for this house before realising, "Nope, too big," and she pulls back.
In 1988, microphones for Broadway might have been uncommon, still, I don't really know (though a lot of folks I worked with who may have been in a position to know absolutely felt that microphones were a crutch, a curse, and an insult to the audience in a way we do not see these days, so I have some guesses), but the Tonys were clearly mic'd for the broadcast because we can hear the sound on the video. That floor mic you can see in the video is probably meant to pick up the taps, not vocals, but it does not look like Patti's got a mic pack, so there could be hidden booms. That means it's also possible that this is actually an amplified sound adjustment and normally she just busted it out and let the room ring but couldn't do it with the mics. So there are a variety of reasons that what we're seeing here is happening, but all of them are solved by Patti within... three beats, half a bar? Americans, think of this next time you hear someone warbling the national anthem at a sporting event in a stadium and the mic feeds back. And continues to feed back.
