which is an unnecessary reference for the answer, because gungans are amphibious and are “born as tadpoles” according to wookiepedia. in irl biology, there’s like one??? maybe?? amphibian that births live tadpoles ( L. larvaepartus) and those tadpoles self-feed anyways according to their wikipedia page, so we can assume that they are either monotremes (egg-born mammals) in which case the answer is no because monotremes like platypuses dont have nipples, or they are like frogs and the answer is also no, even if they are born live instead of from eggs. 

so no, jar jar binks has no nipples.
