The other thing about Anders is he very obviously wasn't making the Circle any money.

Like he's a great spirit healer. He's good at what he does. Obviously a lot of time and money went into training him up. He should be a shoe-in for renting out to some noble at a premium or otherwise sending out to perform medical services in civilian or military contexts. But despite his clear talent, he's proven himself unmanageable. By the time you're on escape attempt number five and sending out templars to recapture him (AGAIN), everyone's coming to terms with the fact that this is the sunk cost fallacy in action and it would have been more profitable to just make Anders tranquil because as is his attitude problems aren't letting them put any of his potential towards turning a profit. But also the Circle is a highly institutionalised and bureaucracised form of slavery all wrapped up in religious justification, so there are RULES getting in the way. You can't just make him tranquil now that he's passed his harrowing. The best that can be done is stick him in a cell and hope he goes abomino so we don't have to pay to feed him or chase after him any longer.

I think this is also where Fenris gets his wires crossed with Anders. Because while I'm sure there are certain parts of the slave-holding Imperium that are caught up in the bureaucracy and moral justifications of the practice, Fenris was living at the top of Danarius's private household where they ran things much more efficiently. When a slave stops being useful and starts taking up more resources than he's giving back, they bleed them out for blood magic fuel and that's the end of it. There's no wasting time and throwing them in solitary and hoping they will either start behaving or get themselves possessed so we can say their death was their own fault. Ergo, what Anders went through wasn't really that bad because if he'd really known real true efficient evil, he'd be dead already according to the guy leaking torture apologia.
