When flood waters raged through the streets of Norfolk, Va., during the hurricane which swept the Atlantic Coast for four days, residents of the city took to ingenious methods of travel. This scene is on one of the main streets. The hurricane inflicted damage of $4,500,000 in Norfolk alone. Every function in the city was paralyzed as ten of its 36 miles lay under water.”
