The Basics

Tiberius Cerule is a sleazy smuggler who mainly opperates out of Pandora (since.... No laws). He's a cutthroat loanshark type, with no quandaries with exploiting the hell out of the vulnerable. Yeah he knows your wife is sick, but if he doesn't see payment within the allotted time, he won't waste his.

Answers where he's from with, "Oh I'm from all over."

The Lore

Isn't ever one for fighting fair. He won't avoid a scrap when it comes to him, but isn't above sending people out to get the job done in his place. Good leadership involves delegating 😇.

Both his eyes are cybernetic, a purely custom job he isn't one to share specifics on.

He does purposefully choose to accept requests from/make offers to people who are in desperate need, and have no other options.

The Deep Lore

He has an extreme crush on a rancher out in Nowhere, Pandora, that already dated him, and also already broke up with him. He is,,,,, in Very Deep.

The Challenger Deep Lore

This is like. Special DLC quest lore. Like “new game checks your old game’s maxed out save to unlock” kind of lore. Like “slip up once, lose it all,” “tells you this while one of you is DYING” kind of lore

His hair is actually pale blond-white. Every few days, he painstakingly dyes his eyebrows, facial hair, and body hair. The yellow eyes, however, were somehow natural– just replicated for the cybernetic replacements.

His eyes are actually of his own design. He works on them one at a time in a small, secluded workshop in his room. The reason he doesn't brag is simply that he's only skilled with his own eyes' design, a purely custom job with duct tape and hope for coding. They work surprisingly well, but are prone to burn out and wear down much more quickly than market models.
