hiiii I think She thinks very highly of herself and her importance in the regime and believes very strongly in the party mission so she’s drawn to prestige so when she was assigned to the black parade project she would naturally become attached to the most talented member of the group as a signifier of her own success in overseeing the remodeling of these ideal citizens and becomes increasingly fixated on ray’s performance as a readout of her own and starts using her influence over the project to try and guide him indirectly (or sometimes directly) towards improvement

I don’t think She necessarily asks for anything special or overtly out of the ordinary to happen to him I think his conditions just get subtly but appreciably better or worse depending on if he’s in her good graces that week or not
