The workplace environment of the hospital is structured hierarchically. it is upper management that acts disrespectfully toward their employee by deliberately disregarding the structure they use to run their hospital.
The hierarchical structure in these environments is to create a chain of command. The higher the individual is in the chain, the more responsibilities and liability they gain.
Robby in Season 1 is considered to be the chief of the department; by Season 2, Robby is indicated to have received an official title as chair (S2e8). Robby is in two of the highest positions on the department floor. His position is above everyone else in the structured working hierarchy. Everything then should go through him, as he would be the one who directly coordinates with upper management.
In S2E7-E8, it makes sense to discuss with Al-Hashimi as she has training in the area, but Norris intentionally removes Robby from his hierarchical roles in the department.
Upon arrival, Norris calls Robby a playcating, almost mockingly kind, nickname to ease into conversation ("Rockstar"). Robby asks if it's something he needs to know before they announce it to everyone. Norris replies "no".
Not only did upper management fail to forewarn the ED so they could get everything in order, thus supporting everyone in that department and the patients, but when asked why it wasn't also discussed with Robby, who is directly in charge of the floor, Norris replies that he consulted with Al-Hashimi, his "fellow attending".
Norris intentionally removes Robby from two higher up positions he holds, verbally to his face and in front of the ED that has been called together. It also places Al-Hashimi in an awkward position, as she is used to disrespect a fellow employee.
By far, the most basic example of poor leadership and unprofessionalism we see through both seasons. It is one of the most directly disrespectful things they do to an employee.
Oh, is it time to shit on unprofessional CEO Norris? Because count me in.
First, I'd like to point out that while Al-Hashimi apparently has training in "cyber attack prevention and response", she HAS NEITHER been involved with the critical incident response planning of the PTMC NOR is she familiar with the processes of the ED (otherwise she would not have come a day early to the ED). So, while she may have knowledge of the general, she does not have knowledge of the specific. And as a decision-maker I would want someone with specific knowledge supporting whoever works on the critical incident. Think of how easy it would have been to give the ED a call when the decision was made to shut down all systems preemptively (which i am sure Robby would have done). Instead of walking downstairs and delivering the news and causing Robby to order someone to document their most critical asset and Whitaker to scramble and take that blurry picture. So, we have Norris placing his dislike for Robby or own incompetency over selecting the right people for resolving the critical incident.
Second, i am like 85% sure Norris has never once in his life heard of cyber security risk management or why else would he regard the no.1 threat hospitals in the US [source]. If ransomware attacks are the top threat, why the fuck dont you guard against that? This is especially egregious since apparently HIPAA also fucking requires risk management regarding at least the confidentiality of patient data [source]. It would not be a jump to also include availability and integrity of information to that risk management to have a fully formed view over the organisation information security capabilities.
Sidenote 1: While you can have insurance for cyber security incidents, the premiums have been rising for the last few years and you still need to present to the insurance company you have sufficient measures in place to prevent cyber security incidents. This also includes risk management.
Sidenote 2: Why am I harping on about risk management? Well, the top decision maker a.k.a the CEO is the one who ultimately carries the risk as the person responsible.
Third is a continuation of three more or less: HIPAA also requires contingency planning. So, what to do when you are having a critical incident. Norris has neither an idea on what that all entails (or else he would not have okayed shutting down the highly critical systems in the ED, where the highest availability and integrity are needed) nor has he enabled his IT department to act accordingly (if you need to shut everything down to "boost" your security capabilities, you've been doing it wrong ... again especially if the intrusion attempts are from the outside and you shut everything down). I could go into more detail here but then I'll never finish this post but ive been howling "network segmentation???" at my tv when the episode(s) aired like a lunatic.
So, in short: Norris is directly responsible for neither the ED nor IT having enough resources to do their jobs properly and in doing so he has endangered patients and is most likely breaking laws while fostering a hostile work environment and unprofessionalism (as OP pointed out).

On the contigency planning aspect, I will say what's fascinating is that Shen was not part of the debrief of the MCI and is newer to the system, but Ellis who we know seems to work with Robby frequently, DOES know the system and protocol as a fourth year resident. So either Ellis has worked an MCI before or Robby has kept her updated on that after the hospital leadership did that preparation. I now wonder if Collins and Langdon would have also been debriefed by Robby as fourth years (too bad we probably will never know. but it's fascinating if that's the case).
But I'm always down for a good time of "the enemy is Trent Norris, fuck that guy". Upper management plays a HUGE role when it comes to work environments.
i'm doing my upper management break down series (Job insecurity, Wage, coming up will be harrassment, work disruption and "the good") and how they actually are directly contributing to the work environment failures. Even if they are not always physically present, they impact the environment in huge ways.
In Robby's failing health we obviously begin to see cracks and the pressures of maintaining a top ED, alone, for 5 years. But the reputation overall is solid, the training program we see is one people are actively choosing and gunning for.
The work environment is a direct pressure on mental and physical health which we see repeated in all of the characters. Failing health is a symptom of the failing work environment while also contributing to it (which is the ultimate entire thesis of the show).
In true CEO fashion, Norris does not actually understand the intricacies of the environment he controls, does not know about the inner workings of the work environment and therefore any decisions he makes are straight up disrespectful, impractical and ultimately harmful.
But he also knows Robby personally. Robby is able to recognize who he is by sight alone. We know in S1 Robby is vocal as fuck about what he's mad about in the work environment. We know he pretty much has the same conversations DAILY with Gloria. He's annoying to upper management in MANY ways. And there's no way that doesn't get back to Norris. By S2 we see Robby's getting drained by doing that every day, which is ultimately what upper management wants.
But as much as Robby is annoying, he is good at his job overall. We know that after Pittfest the hospital and ED are recognized, that's a lot of REALLY GOOD publicity (which is where the "rockstar" nickname likely comes in).
So he knows Robby would ask questions, have them hold off to help prepare his staff, would ask for calling to his floor (and i suspect EVERY floor). That's work and troublesome!
so what does he do? He goes to Al-Hashimi as a targeted way to circumvent the nuisance of doing your job properly. It's the path of least resistance for Norris.
He picks an individual who is a new hire (day one!), who isn't as familiar with the system (so might not remember all the shit that is necessary in this new routine), and she's a woc (who is percieved less likely to fight him on the decision because of job consequences).
It's a win!!!! You don't have to deal with pesky things like properly doing ground work to reduce risk, you make your new hire feel important cause you want to keep her, you can override the annoying person who is doing their job and wants you to do yours properly, you can use the new hire as a scapegoat, and essentially you also get to shame the employee because they're annoying to you.
AND on top of all that you get to sew discord between the new hire and the annoying very opinionated and loud employee, so it prevents them working together in ways that matter, coordination against upper management failings.
More people need to be angry about Trent Norris.
