Update: this was a terror attack on the French city of Nice. Crowds were gathered to watch fireworks for Bastille day when a truck drove in to the crowd and drove for over a mile through them, plowing down as many people as possible in the process. Gunfire was also reported, and the truck was loaded with grenades and explosives, though it is unclear if any went off. The driver died in a confrontation with police. At least 77 people died and dozens are injured, many critically.
