The thing is - you’ve answered your own question. It’s one of the best acting moments; so it’s so good because the actors have a certain idea of what should be happening, not necessarily because the writers/directors knew what they were putting on the table.
See, as a background to this scene, there was also a comic (not sure if it’s called “The road to Civil War”, a sort of bridge between the end of WS and CW) meant to show us what Bucky was thinking during and after that scene. And apparently he was thinking of what a fool this Rogers guy is, that he’s too honorable, it’s gonna get him killed one day, and he’s gonna save him this time, just a one time thing, yada yada. Bullshit, in other words.
But Sebastian Stan, the actor, told us what he felt Bucky was thinking: that he didn’t know this man, that he didn’t know himself - all he knew was that this man needed to be protected, taken care of, by him.
All the work was done by the actors (the actors who cared about their character at least), while the writers/directors did not give a flying fuck. Of course they made Endgame no homo - they probably didn’t understand why their plot device character (as they saw him) caught so many people’s attention.
Look, when you respect or care about a character, you don’t make the actor spend the last five minutes of a multi-million dollar movie with his hands deeply in his pockets, because you don’t want to pony up the cash to animate his metal hand.
