Based on this answer from the Russos:

… we can probably gather Tony has been working on other armor and tech for the Avengers, even while they’ve been gone.

We already know Tony was working on a new shield for Cap (per Spider-Man: Homecoming). Steve appears to be wearing a new suit in the promotional art for Avengers 4 (so more than likely it’s something Tony cooked up while Steve was on the run). 

Now I’m just imagining the team getting back to the Avengers Compound, under the impression Tony is dead (because what hope do they have he’s alive?). They go through his workshop, finding all these things he made for them even while they were out of his life. What if there’s new equipment for the heroes they lost? Upgrades to Red Wing for Sam? New body armor for Wanda? What if Tony was even working on something for Bucky (maybe something he made as a peace offering)? 

What if Steve finds his shield, all new and improved? He realizes Tony didn’t melt it down or throw it in a closet, but he was making it better – improving on Howard’s design.
