There are actually multiple reasons for this, most of them are intentional racism from the side of the israeli people and israeli government (as in it's not just governmental policies, which contribute heavily, but also indepedent attitudes to renting to Palestinian Muslims in particular).
The most obvious one is that israel is considered the "jewish state" and as such, the "land of israel" is for the "jewish people" meaning they own it and have unique rights to build and develop on it, whereas Palestinians are often refused to build. It's often viewed as an "invasion" for Palestinians with israeli citizenship to buy land and due to the Jewish National Fund and Israeli government, the "state land" is only "state land" for the jewish people, again, because of the jewish state. There are even jewish orgs that discourage "race mixing" between jews and non-jews that participate in preventing Palestinians from joining jewish towns.
Mayors, government officials, building owners, and land owners in general outwardly tell jews not to rent to Palestinian arabs, and there's no real government protection for Palestinians in this case. And this is an issue not just because it's fucking racist as hell, but because there have been no new Palestinian villages/towns since 1948 because of the government restrictions for Palestinians ability to claim land.
So for Palestinians, there isn't really another choice for them other than to "rent" from jews if they need a new house or something. Now of course, this doesn't meant they *dont* build — they do... But they run the risk of having their housing get demolished because they didn't get a permit.... that they wouldn't have gotten even if they applied for it.
Now you might say, "why don't Ayrabs given land to jews in Ayrab towns? check mate you camel jockey" its because if Palestinians give land to jews then Palestinians will almost certainly never have access to that land again and also it's the responsibility of the majority in this case to accommodate the minority.
There's a Palestinian org called Adalah that deals with civil rights issues in "israel" and the west bank, they have reports on this for decades. It wasn't a secret or anything, jewish communities around the world just do not care that much to make a big deal about it lol. Actually a lot of american jews specifically go to and enjoy israel because of how segregated it is.

i need people to start caring about trans rights all around the world, not just american. the lok sabha (parliament of india) just passed the transgender amendment bill of 2026 according to which they're removing a person's right to self determination of gender unless they're examined & approved by a medical board. it's hard enough for people here to get a gender defining surgery because of poverty and being shunned by society as is, & now they're taking away their right to exist. the medical boards are bigoted as fuck. despite protests all around the country they passed it. it is so fucking bleak out here.
oh because actively driving trans people to suicide by isolating them from society and making it harder for them to seek employment, housing & making it illegal for them to go by their self perceived gender unless transphobic medical boards approves of them isn't actively harming them. yeah. ok.
