Well golly, what have we here! A Victory Vforce arrow in the “Sport” straightness tolerance, which is the worst one, at a maximum deviation of +/- 0.006". Short nock and probably a Blazer vane; this looks like a cheap pre-built arrow because it is one - about $6.

350 spine / 60-75 means it’s intended for a bow of 60-75 pounds of draw weight; I already know that’s a compound bow because the only people who shoot a recurve in that draw weight have more self respect than this, but looking closely enough reveals that the nock is lined up with the white (index) vane, meaning that the vane points up when the arrow is on the string: compound bow.

Cheap arrow, high draw weight, this is a hunting bow with a sight. It MIGHT have a pin sight, but it probably has both lights and magnification both, rather like a rifle scope.

Google plus “looking outside” tells me that a typical utility pole is around 40 feet tall, with the additional fun fact that internet lines are often hung lowest on them, possibly as close to the ground as 15 feet. The direction of the arrow in relation to the ground tells me that it was shot, not STRAIGHT up, which wouldn’t have been possible due to how the arrow is held on a bow of this type, but as close to straight up as possible, aka as close to the wire as possible.

The arrow is about ¼" in diameter, 0.245" if we’re gonna be Like That, so the wire is, meh, maybe an inch in diameter? And it’s maybe 20 feet away, and the person that hit did so using a bow with a scope on it.

On a scale of marksmanship where 1 is “Hit the piñata with the blindfold OFF” and 10 is “Hawkeye is Real and He’s a Tiny Korean Woman, Actually”, this is about a 2. The hardest part is pulling the bow back. Beer pong takes more skill than this.
