How does dark sun decide who is and isnt a sun

He cant go off name. He cant go off appearance. He cant go off personality. He cant go off location. He cant go off who made them. He cant go off a moon counterpart. He cant go off species. He cant even go off the whole "sun" thing because theres Deliah. There can be multiple suns per dimension if theyre a mass produced robot. Theres nothin that says whats what

Does he only allow THE sun in, or do other suns manufactured for other locations also apply? How would he even decide THE sun of the dimension?? Just the original??? What are the qualifications for letting moons into the sanctuary? Why not give them to Moon haven??

1: Not all Creators are Sven Ivanovs; including those in the Creator Council.

Considering what Creator, Felix, and Năo have said about it, The Creator Council is very interesting.

I was more referring to about three minutes into "Moltens Interview" where molten states that the council had many races and ages. So id assume they weren't all the exact same guy
