the first quarter quell: an ironic and violent exercise in democracy
I'm one day away from turning 25 (I really locked-in to create a whole visual branding for the games but I'm not sharing that today) and I've been mulling over the idea of the first Quarter Quell.
I lingered on the concept of the elections (key word and excellent choice for this case) that were held in the districts to choose the tributes for the 25th Hunger Games. And I really felt like something exploded in my face when I realized it's a satirical reference to the democratic election process with voting. It only took me 13 years to make the co-relation.
The fact that the Capitol gave the citizens of Panem a taste of the power they could wield, just to choose the children who would go to a very calculated death, is both cruel and very impressive. Such a brutal reminder of who holds the power.
A political scientist said that the elections “represent the recognition of the popular will in political affairs and open free access to institutional power and its legitimate and legal exercise". Then, the first quarter quell gave the districts the freedom to condemn their children and reclaim the legitimacy and legality of the Games. An ironic and violent exercise in democracy.
If we're talking about a way of offering panem et circenses while simultaneously carrying out repressive measures, this takes the cake, in my opinion. I wonder if it was Gaul's idea (and of course we don’t know at what age Corionalnus became president), but I can almost picture Snow in his 30s reading a book on natural and roman/greek law and applying the concept of voting.
I just wonder what specific need he (or the Capitol) would have wanted to fulfill at that time (because we know he’s an expert at exploiting resources to pave his own way) and, as Suzanne said for an interview, the 50th Hunger Games needed to be heavy-handed after so much time had passed from the Dark Days. So that's why we have double the tributes. And we all now what the Capitol needed to resolve during the 75th Hunger Games, so...
