im curious to know if beldaruit knows about tartah because either way, it’s pretty interesting to his character.
I think it's unlikely that he does. He's politically the weakest of the three Wise. Vinanna has the Knights answering to her and Engeldale and later Lagrah seem to have envoys in addition to making personal alliances outside the Great Hall. Beldaruit is a lot more restricted in what he can do and what information he has access to. A lot of what he does is smoke and mirrors - both in the literal sense with the smoke sculptures making it seem like he's in more places that he actually is and metaphorical with his goofy just a friendly grandparent act to get away with leaving out details when reporting things to the Knights. Beldaruit clearly deeply cares about helping disabled kids and kids in abusive situations, but I think he doesn't have the resources or authority to have people do wide searching sweeps to root out problems.
The "Watchful Eye" position is only required at Ateliers outside Witch Settlements, so Tartah being in Kalhn wouldn't be under the direct supervision of one. He'd only get the attention and his case run up the ladder if he went asking for help and he's been shamed into avoiding seeking it out. He spends most his time with Outsider kids when he's not working. Which pays off, since he can start hanging around the hospital and no witch notices a change of his habits.
