Credit card companies will TRY to saddle you with this kind of debt by the way - if ever a loved one dies and you are not co-signed on their credit card, do NOT agree to pay their debt unless you ask a lawyer first if you truly have to.
They will say “don’t you want them to go to the grave without debt”, they will try to guilt you, they will take advantage of your vulnerability.
Source: when my father died, he had some credit cards that my mom wasn’t on that she had no access to. The companies contacted her while she was sorting through the bills and getting a handle on how to run the house alone, badgering her with his credit card debt.
She wasn’t liable for any of it, but if she had ever agreed to pay before finding out that she didn’t need to, she would have been considered to have taken on his debt and would have HAD to pay it. It’s slimy, it’s predatory, and it’s entirely legal for them to do this.
Never accept the credit card company’s word about your obligation to pay anyone else’s debt, if you don’t have access to the card, ask a lawyer before agreeing to anything.
I inherited my house from my grandmother when she passed. I took over the payments and have been living there since. Because of this, I had many, many creditor calls, trying to get me to pay on her 'outstanding debts.' Of course, I willingly took on the payments for the house, but the other debts not so much.
I had her credit card company call me. I was confused at first since I have a card through the same company, and they were calling about an outstanding balance. After some back-and-forth, it turned out they were trying to collect on my grandma's account. It felt misleading because they implied but didn't say it was for my actual account. Anyway, I got hit with something similar to the "don’t you want them to go to the grave without debt". They did not like my response. Because I laughed. Full one belly laugh that turned to a wheezing cackle. The lady on the line was so flustered.
That was the only one that tried that. Most, if I got a call, since they were calling both my mother and me, since my name was now associated with a debt she did have (the house) and my mother was next of kin, would just ask if I could provide a death certificate, to which I'd direct them to call my mom anyway since she was the esecutor of estate such as it was. (I'd give my mom a heads up, and she'd send off the paperwork if they called her) But yeah, it's really fucked how much people have to pretty much fight creditors off after a death, we got luck compared to some stories I've heard.

I feel sorry for the old man, but it was stealing. There is no apparently about it. Water is not free, it’s not a right to have it, and people pay must pay for it. If a government gives a thing to you like utilities, its still not free because they take it from somewhere else, like in taxes.

I know this post is a few years old, but I stumbled on it and I just want to also point out… Even aside from water being free or not, even aside from water being a human right,
the old man wasn’t stealing.
He was using a neighbor’s water, that the neighbor pays for, with the neighbor’s permission. Nothing was stolen. The old man just wasn’t the one paying. If someone comes to my house and I let them charge their phone while they’re there, are they STEALING electricity because I’m the one who pays the electric bill? If I take someone out to dinner, are they STEALING their meal if I pay for both of us? Get fucked.
I hope that person has become a better kinder person since 2021, but I"m not holding my breath.
