Following my HC that the reason Penelope doesn't have suitors is bc she's surounded by possessive Bridgertons who give out a very 'keep your hands off Colin's girl' signals to the gentlemen of the ton.
Imagine if Colin's little declaration at the end of s2, instead of making Penelope a pariah of society. Actually makes her look ... available to all the guys/men who thought they didn't have chance because they thought she and Colin were supposed to be a thing.
And ofc now that even Eloise is avoiding her it makes Penelope look even more open to any suitor looking for a cute and amiable wife. ( A wife, may I add, who is no longer joined at the hip with the biggest anti-marriage debutante in all London. )
Cue Violet, Benedict, Anthony and even Kate sending furious letters to Colin in his travels about all the men who are showing interest in Penelope. Not so subtly hinting that he should come home asap.

Lol imagine an increasingly more alarmed Colin receiving letters updating him on Benedict's Lady in Silver obsession. But also on all the guys showing interest in Penelope. Because she's nice to them, doesn't complain about anything and actually has a smart thing or two to say.
