Doctor Who is being taken off of HBO Max at the end of the month, which was the main way a lot of people, especially their American audience, were watching it. If you don't want to pay for BritBox, buy all of the DVDs or resort to... other methods 🏴☠️... there are still a few ways you can watch it.
Dailymotion has almost every episode, including most Classic Who ones. Just search up the episode you're looking for and you should find it. However with Dailymotion there will be no subtitles and a bit of a visual quality drop. Most episodes of Torchwood can also be found there as well.
Internet Archive has a few as well, specifically series one, series two, and series three. I've also seen some Classic Who episodes on there as well so if you're looking for a specific one it's worth a shot.
Tumblr user @kaydensb also made a masterlist of Google Doc links to a bunch of things, including all of NuWho! (There's so much other stuff on there as well though, definitely check it out) (kaydensb if you want me to remove this lmk)

If you're more interested in physical media Internet Archive allows you to safely and directly download, and there are plenty of Dailymotion to MP4 converters online (be careful though, I have yet to find one that is ad free). After that you can move them to a USB drive or DVD or whatever else you'd like.
