Here's a quick tutorial for the lovely @sushiikinsss and anyone else who is interested, on how I take these portrait pictures of my sims!
A household with at least 2 sims in it (one will act as the photographer, and will not be in the picture(s))

Using poseplayer or the moviemakercheatsenabled true cheat (tutorial), pose your sim how you would like them to look against a background of your choice
For the purposes of this tutorial, I'm just going to pose my sim Misty in a field of flowers - I'll show you how to do different angles / heights later in this tutorial!
Go into buy mode, put in the cheats 'testingcheatsenabled true' + 'buydebug on'
Go into the 'Misc Objects' category in the question mark section (right at the top of the 'sort by function' menu in buy mode)
Pick up one of these 'wall area lights' - point the light source towards your sim so they're lit up nicely, move it around until they have the sort of lighting you like (I prefer them to be well lit, but not over exposed - just under 1 block distance from the light source)
Note: If you're doing this in daylight, you may want to just toggle night on / off (using the L key) to make sure the debug light is actually turned on
Get your other sim, and have them 'Take Photo' on their phone camera - you may have to move them around a bit to have them the right kind of distance from your sim
Press C to take the photo, it'll then pop up in your photographer sim's personal inventory
Then you can just drag the frame out of your sim's inventory to the wall (or wherever) to display!
Note: You may want to also click on the photo and name it so that it's easier to find later - the naming can only be done by the photographer sim!
When moving house / saves, you can just chuck these pictures into your family or sim's inventory and take them with you - I do this so I can create a gallery wall of heirs from each generation
Optional Additional Steps:
In my current save, my sim Misty is lying in a field of flowers in her heir portrait - you might wonder how I did that given the phone camera controls don't allow you to move up and down
I used NRAAS debugenabler as a solution to help with this problem, but you can probably use OMSPs in the same way
Follow the same steps as one and two above, but pose your sim sitting / lying down on the ground
Click on the other sim in your household (your photographer), and bring up the NRAAS debugenabler menu
NRAAS -> Debugenabler -> Move -> Delta ->
All you need to know for the numbers menu is that a minus in front of the number moves your sim down (into the floor), and without that minus they'll move up (towards the sky)
For this particular shoot, I moved my photographer down by -1.3 - which put her about head-level with the posed sim, you may want to play around with these numbers and see what works best for you
You can see my photographer is now cutting through the floor (ouch) - just follow Step Three again to take the photo on your sim's phone, this time from the correct angle
That's pretty much it - if you wanna get more fancy, I really recommend greenplumboblover's lighting tutorials as a good starting point: (indoor & outdoor) - they go much more in-depth than me & explain how to achieve more natural looking / interesting lighting styles :)
Additionally, if you want different size frames, all you'd need to do is have a sim with a good photography skill take the photo on an actual World Adventures camera - you can cheat their skill up using NRAAS MC Cheats (tutorial here)
