Who knows what was going through the mind of the person who wrote this. At least they seem to grasp the correct meaning of the words, but I do wonder if they thought about whether what they were writing really made sense or not.

I do hate it when the government wastes the tax papers money, though.

I suppose this would be appropriate if this were the answer to "what is that creature over there?". However, it is not an appropriate response to the question, "do you think John will be at the party?".
