Somehow I skipped two Limit Breaks and got Howling Moon way early

It's not a bug. If Red XIII (or any characters) get a certain amount of kills, their next tier limit breaks will unlock.

It looks like Cid decided to be the main character in Final Fantasy VII. 

With a spear at hand, and cigarette in mouth, does Cid have what it takes to stop Meteor?

Challenge is simply this: Cid will go solo for every fight, and start at level 1, naturally leveling up from encounters, bosses, etc. The story will be focused to Cid being the main character.
