It’s a play on the Chinese idiom 耀武扬威 (yào wǔ yáng wēi) . It means “to show off your military strength”. It’s used to describe someone arrogant who’s trying to seem intimidating or who’s boasting about their power.

But they replaced 扬 with 陽 (yáng). 陽 usually means sun, but it can also mean:
